Job Overview: The Programme Management Officer (Customs) plays a crucial role in providing substantive assistance and functional support to National Customs Services (NCS) and National Project Teams (NPT). This position involves participating in the development, implementation, and evaluation of UNCTAD/ASYCUDA projects, monitoring and analyzing program/project development, and identifying issues that require corrective actions. The officer will also perform consulting assignments, facilitate workshops, and assist in policy development related to customs automation. The role requires a strong analytical background to assess customs-related legislation and procedures, as well as the ability to conduct research and present findings effectively. The officer will be responsible for preparing various written outputs, providing support for meetings and conferences, and conducting training workshops. This position demands a proactive approach to problem-solving and the ability to coordinate activities related to budget and funding.
Duties and Responsibilities: The duties and responsibilities of the Programme Management Officer (Customs) include:
Participating in the development, implementation, and evaluation of ASYCUDA projects.
Monitoring and analyzing program/project development and implementation.
Reviewing relevant documents and reports, identifying problems, and proposing corrective actions.
Performing consulting assignments and facilitating workshops.
Analyzing customs-related legislation and procedures for automation implementation.
Researching and presenting information from diverse sources.
Assisting in policy development and preparing evaluations or research studies.
Supporting NCSs in preparing functional specifications for customs automation.
Providing advice on ASYCUDA national extensions and e-documents. 1
Designing data collection tools and analyzing survey responses. 1

Required Qualifications: The required qualifications for this position include an advanced university degree (master’s degree or equivalent) in business administration, management, economics, or a related field. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Candidates must demonstrate a strong understanding of project or programme management, particularly in the context of customs procedures and digitalization.
Educational Background: Candidates must possess an advanced university degree (master’s degree or equivalent) in a relevant field such as business administration, management, or economics. Alternatively, a first-level university degree with additional qualifying experience may be considered. This educational background is essential for understanding the complexities of customs management and the implementation of automated systems.
Experience: A minimum of five years of progressively responsible experience in project or programme management, administration, or a related area is required. This experience should include a focus on the digitalization of customs procedures. Desirable experience includes organizing and delivering functional training courses within governmental organizations and working in an international environment, such as the United Nations.
Languages: English is the required working language for this position, with a minimum proficiency level of UN Level III in reading, writing, listening, and speaking. Additionally, proficiency in either French, Arabic, Spanish, Chinese (Mandarin), or Russian is desirable, with a minimum proficiency level of UN Level I in these languages.
Additional Notes: The appointment for this position is for an initial period of six months and is project funded. The continuation of the appointment is subject to the availability of the post or funds, budgetary approval, or extension of the mandate.
