Job Overview: The Programme Policy Officer – Programme Enabler position is crucial for the effective implementation of WFP's strategic objectives in El Salvador. The role involves providing strategic advice on program integration and alignment to enhance coherence and impact. The officer will support the Country Office in developing and monitoring program goals and objectives, ensuring that progress is tracked and adjustments are made as necessary to meet targets. This position requires a high degree of independence and initiative, as the officer will be expected to respond autonomously to various inquiries and operational challenges that may arise. The officer will also supervise junior staff to ensure that program objectives are met, reporting directly to the Head of Programs. The role is designed for individuals who are passionate about humanitarian work and have a strong commitment to improving the lives of vulnerable populations.
Duties and Responsibilities:
Provide strategic advice on program integration and alignment to improve coherence and impact.
Support the Country Office and activity leads in developing and monitoring program goals and objectives.
Ensure timely tracking of progress and make necessary adjustments to meet targets.
Coordinate discussions related to the program with government counterparts and other key stakeholders to foster collaboration and alignment.
Oversee the implementation of program enablers, including Cash-Based Transfers (CBT), Integrated Data Management (IDM), and engagement with cooperating partners.
Perform other duties as required to support program objectives and operational effectiveness.
Required Qualifications: Candidates must possess a university degree in social sciences, business administration, public policy, international relations, project development/management, or related fields. They should demonstrate high-level strategic advisory capabilities, excellent coordination and communication skills, and the ability to work independently while managing multiple tasks effectively. Strong analytical skills and a proactive approach to problem-solving are essential.
Educational Background: A university degree in relevant fields such as social sciences, business administration, public policy, international relations, or project management is required. Advanced degrees or specialized training in these areas may be advantageous and enhance a candidate's profile.
Experience: A minimum of 7 years of professional experience in development and humanitarian sectors is required. Candidates should have proven experience in Monitoring and Evaluation (M&E), strategic planning, and stakeholder engagement. Languages: Fluency in Spanish, both spoken and written, is mandatory. Proficiency in English is desirable and should be at an advanced level (Level C). Knowledge of additional languages may be considered an asset.
Additional Notes: This position is offered as a Service Contract for a duration of 6 months. The role is based in San Salvador, El Salvador, and is expected to be full-time.
