Since 2016, IOM has been actively operating in the Comoros, focusing on various aspects of migration including voluntary return and reintegration of vulnerable migrants, migration governance, disaster risk management, counter-trafficking, border and immigration management, and diaspora mobilization. IOM is currently implementing the European Union funded project "Regional Responses to Climate Displacement in Sub-Saharan Africa – RE2CLID," which aims to enhance the resilience and self-reliance of Displacement-Affected Communities (DACs) in areas vulnerable to disasters and climate change.

Job Overview:
The National Project Officer will be based in the IOM Country Office in Moroni and will work under the direct supervision of the Head of Office (HoO). The primary role of the National Project Officer is to assist in the coordination and monitoring of the operational, administrative, and financial aspects of the RE2CLID project. This includes ensuring compliance with IOM policies and donor requirements, keeping the supervisor informed about project implementation status, identifying gaps, and suggesting improvements. The officer will also participate in developing work plans, project budgets, and monitoring and evaluation tools. A significant part of the role involves coordinating data collection, verification, and analysis, as well as updating information management systems and social media platforms with project-related activities. The National Project Officer will be responsible for preparing and disseminating project reports, liaising with various stakeholders, and contributing to capacity-building activities for IOM staff and partners. The position requires attending relevant conferences and meetings, preparing project proposals, and supervising project staff, along with undertaking duty travel for project implementation and monitoring.

Duties and Responsibilities:
The National Project Officer will have a comprehensive set of duties and responsibilities, including:
  • Assisting in the coordination and monitoring of the operational, administrative, and financial aspects of the project in line with IOM policies and donor requirements.
  • Keeping the supervisor informed on the status of project implementation, identifying gaps, and suggesting actions for improvement.
  • Participating in the development and adjustment of work plans, project budgets, and monitoring and evaluation tools.
  • Coordinating the collection, verification, and analysis of data and background information, and updating information management systems and social media platforms regarding project activities.
  • Preparing and disseminating project reports in accordance with IOM procedures and donor requirements.
  • Liaising and coordinating with donors, partners, UN agencies, local authorities, and stakeholders.
  • Contributing to the planning, development, organization, and delivery of capacity-building activities targeting IOM staff and partners.
  • Attending relevant conferences, workshops, and interagency coordination meetings.
  • Participating in the preparation of project proposals and communication products. 1

  • Performing other related duties as required.

Required Qualifications:
The position requires a Master's degree in International Relations, Political or Social Sciences, Business or Public Administration, Law, or a related field from an accredited academic institution. Alternatively, a university degree in the aforementioned fields with two years of relevant professional experience is acceptable. Accredited universities are those listed in the UNESCO World Higher Education Database.

Educational Background:
Candidates must possess a Master's degree in relevant fields such as International Relations, Political or Social Sciences, Business or Public Administration, Law, or a related field. If the candidate holds only a university degree, they must have two years of relevant professional experience. The educational qualifications must be from accredited institutions recognized by the UNESCO World Higher Education Database.

Experience:
Candidates should have experience in liaising with governmental authorities, national and international institutions, UN agencies, and NGOs. Experience working with migrants, refugees, internally displaced persons, victims of trafficking, and other vulnerable groups is essential. Prior work experience with international humanitarian organizations or government institutions in a multicultural setting is considered an advantage.

Languages:
Fluency in both French and English is required for all applicants, both oral and written. IOM's official languages include English, French, and Spanish. Proficiency in these languages will be evaluated during the selection process, which may include written and/or oral assessments.

Additional Notes:
The position is subject to funding confirmation, and the selection process may be used to fill similar positions in various duty stations. Recommended candidates will remain eligible for appointment in similar positions for a period of 24 months. National Professional Officers must be nationals of the country of their employment and perform work at the professional level, adhering to the same recruitment qualifications and performance standards as International Professional staff. Appointment is contingent upon certification of medical fitness, verification of residency, visa, and government authorizations where applicable. IOM maintains a zero-tolerance policy regarding conduct incompatible with the aims and objectives of the United Nations and IOM, including sexual exploitation and abuse, sexual harassment, and discrimination.
