Since 2016, IOM has been active in the Comoros, focusing on various aspects of migration including voluntary return and reintegration of vulnerable migrants, migration governance, disaster risk management, counter-trafficking, border and immigration management, and diaspora mobilization. IOM is currently implementing the European Union funded project "Regional Responses to Climate Displacement in Sub-Saharan Africa – RE2CLID," which aims to enhance the resilience and self-reliance of Displacement-Affected Communities (DACs) in areas at risk of disaster or adverse effects of climate change.

Job Overview:
The Community Engagement Associate will play a crucial role in the implementation and monitoring of community engagement and resilience-building project activities under the supervision of the Head of Office in Comoros and the National Project Officer. This position involves a variety of tasks including data retrieval, compilation, analysis, and presentation on specific project topics. The associate will also monitor project budgets, verify fund availability, and ensure necessary approvals are obtained. The role requires extensive liaison with various organizational units and external parties to facilitate project implementation. The Community Engagement Associate will draft status reports, correspondence on project issues, and prepare various forms of documentation including reports, briefing notes, and presentations. Additionally, the associate will respond to complex information requests, maintain files and records, organize meetings and training sessions, and assist in coordinating activities with local authorities and stakeholders. The position also involves monitoring the work of implementing partners and providing guidance to new or junior staff members.

Duties and Responsibilities:
The duties and responsibilities of the Community Engagement Associate include:
  • Assisting in the implementation and monitoring of community engagement and resilience-building project activities.
  • Retrieving, compiling, summarizing, analyzing, and presenting information/data on specific project topics.
  • Monitoring project budgets, verifying fund availability, and obtaining necessary approvals.
  • Acting as the focal point for administrative coordination of project implementation, involving extensive liaison with diverse organizational units and external parties.
  • Drafting status reports, identifying shortfalls in delivery, and suggesting remedial actions.
  • Drafting correspondence on project issues and preparing various forms of documentation.
  • Responding to complex information requests and inquiries, maintaining files/records, and organizing meetings, workshops, and training sessions.
  • Participating in meetings and conferences, assisting in coordinating implementation activities with local authorities, partners, UN agencies, NGOs, donors, and other stakeholders.
  • Monitoring the work of implementing partners and reporting non-compliances to the supervisor. 1

  • Performing other related duties as assigned.

Required Qualifications:
The required qualifications for the Community Engagement Associate position include:
  • A school diploma with five years of relevant experience; or a Bachelor’s degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law, or related fields from an accredited academic institution with three years of relevant professional experience.
  • Experience in liaising with governmental authorities, national/international institutions, UN agencies, and NGOs.
  • Experience working with migrants, refugees, internally displaced persons, victims of trafficking, and other vulnerable groups.
  • Experience in community engagement and prior work experience with international humanitarian organizations or government institutions in a multicultural setting is an advantage.

Educational Background:
Candidates must possess a school diploma with five years of relevant experience or a Bachelor’s degree in a relevant field such as Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law, or related fields from an accredited academic institution. Accredited universities are those listed in the UNESCO World Higher Education Database.

Experience:
The position requires candidates to have a minimum of three years of relevant professional experience if they hold a Bachelor’s degree, or five years of relevant experience if they possess a school diploma. Experience should include liaising with governmental authorities, working with migrants and vulnerable groups, and community engagement. Prior work experience with international humanitarian organizations or in a multicultural setting is considered an advantage.

Languages:
Fluency in French and Shikomori is required for all applicants, both oral and written. IOM’s official languages are English, French, and Spanish. Proficiency in these languages will be specifically evaluated during the selection process, which may include written and/or oral assessments.

Any offer made to the candidate is subject to funding confirmation. This selection process may be used to staff similar positions in various duty stations, and recommended candidates will remain eligible for appointment in a similar position for a period of 24 months.
