Job Overview:
The Finance Assistant position is crucial for the effective financial management of IOM's operations in Comoros. The individual in this role will work under the direct supervision of the Head of Office (HoO) and will be responsible for various financial tasks that ensure the smooth functioning of the office's financial operations. The Finance Assistant will extract and input data from different sources into financial or accounting systems, respond to queries related to accounting and budgeting, and assist in payroll preparation by conducting validity checks on monthly payroll results. This role requires a keen attention to detail and the ability to manage multiple tasks efficiently. The Finance Assistant will also review payment requests, create vendor accounts, verify vendor requests, and ensure that all financial transactions are properly documented and authorized. Additionally, the Finance Assistant will prepare necessary financial reports and assist staff with travel and expense claims, ensuring that all accounting documents are systematically filed according to established standards. This position is integral to maintaining the financial integrity of IOM's operations in the region.

Duties and Responsibilities:
The Finance Assistant will have a comprehensive set of duties and responsibilities, including but not limited to: extracting and inputting financial data from various sources into accounting systems; responding to accounting, budget, or financial queries from staff; assisting in payroll preparation by executing validity checks; reviewing payment requests to ensure they are duly authorized and supported by necessary documentation; creating new vendor accounts in the PRISM system; verifying vendor requests for accuracy and compliance with IOM finance policies; performing claim verifications to ensure proper authorization of purchases/services; preparing receipt and journal vouchers; assisting in the preparation of budget, accounting, and financial reports; providing assistance to staff services such as travel and expense claims; ensuring proper filing of all posted payments and accounting documents; managing the office's petty cash; and performing other related duties as required.

Required Qualifications:
Candidates for the Finance Assistant position must possess a high school diploma along with four years of relevant experience, or a bachelor's degree in Business Administration, Accounting, Finance, or related fields with two years of relevant professional experience. It is essential that candidates have experience in financial management and accounting practices, as well as familiarity with IOM's financial policies and procedures. Proficiency in Microsoft Office applications, particularly Excel, is required, and experience with SAP is considered a distinct advantage. Candidates should demonstrate attention to detail, organizational skills, discretion, and a client-oriented approach. Previous work experience with international humanitarian organizations or government institutions in a multicultural setting is also advantageous.

Educational Background:
The educational background required for the Finance Assistant position includes a high school diploma with four years of relevant experience or a bachelor's degree in Business Administration, Accounting, Finance, or related fields. Candidates must have graduated from accredited universities recognized in the UNESCO World Higher Education Database. This educational foundation is critical for understanding the financial principles and practices necessary for the role.

Experience:
The position requires candidates to have a minimum of two years of relevant professional experience if they hold a bachelor's degree, or four years of relevant experience if they have a high school diploma. Candidates should be proficient in Microsoft Office applications, particularly Excel, and have experience with financial management systems, preferably SAP. Attention to detail and the ability to organize paperwork methodically are essential skills for this role. Experience working with international humanitarian organizations or in a multicultural environment is highly valued and will enhance a candidate's suitability for the position.

Languages:
Fluency in both French and English is mandatory for all applicants, encompassing both oral and written communication skills. IOM's official languages include English, French, and Spanish, and proficiency in these languages will be specifically evaluated during the selection process, which may include written and/or oral assessments. Candidates who possess additional language skills may have an advantage in the selection process.

Additional Notes:
The Finance Assistant position is subject to local recruitment, meaning that only candidates holding a valid residence and work permit for Comoros will be considered. Any offer made to the selected candidate is contingent upon funding confirmation. This selection process may also be used to fill similar positions in various duty stations, and recommended candidates will remain eligible for appointment in similar roles for a period of 24 months. The appointment will be subject to certification of medical fitness, verification of residency, visa, and necessary government authorizations.
