Job Overview: The position involves conducting a Country Programme Evaluation (CPE) for the UNFPA Tanzania Country Office, which is part of the 9th Country Programme (CP) for 2022-202
The CPE aims to strengthen accountability to stakeholders, support evidence-based decision-making, and enhance learning. The evaluation will assess the performance of the CP across four thematic areas, focusing on reproductive health and rights, gender equality, and population dynamics. The consultant will work within a multidisciplinary team to ensure a methodologically robust evaluation that integrates human rights and gender perspectives throughout the process. The role requires a commitment to ethical standards and the ability to engage with diverse stakeholders to gather comprehensive data and insights.
Duties and Responsibilities: The consultant will be responsible for leading or participating in the evaluation team, which includes a team leader and thematic experts. Key responsibilities include designing the evaluation methodology, coordinating with team members, conducting qualitative and quantitative data collection, analyzing findings, and preparing evaluation reports. The consultant must ensure that the evaluation process adheres to ethical standards, maintains confidentiality, and integrates human rights and gender perspectives. Additionally, the consultant will engage with stakeholders to gather insights and feedback, ensuring that the evaluation reflects the needs and experiences of the populations served by UNFPA. The consultant may also be required to present findings to various audiences and contribute to the development of recommendations for future programming.
Required Qualifications: Candidates must demonstrate expertise in one or more thematic areas relevant to the evaluation, such as sexual and reproductive health and rights, gender equality, or population dynamics. A strong background in evaluation methodologies, including both qualitative and quantitative approaches, is essential. Candidates should possess excellent analytical and problem-solving skills, as well as the ability to work collaboratively within a multidisciplinary team. Strong interpersonal and communication skills, both written and spoken, are necessary to effectively engage with stakeholders and present findings. Familiarity with the national development context of Tanzania and experience working with UNFPA or similar organizations will be advantageous.
Educational Background: A Master's degree in a relevant field such as public health, social sciences, gender studies, demography, or development studies is required. The educational background should align with the thematic area of expertise that the candidate intends to cover in the evaluation process. Candidates should have a solid understanding of the principles of evaluation and the ability to apply them in practice.
Experience: Candidates should have at least 5 years of experience in conducting evaluations, assessments, or research studies in the field of international development. Experience in monitoring and evaluation (M&E) work, particularly related to sexual and reproductive health, gender equality, or population dynamics, is highly desirable. Proven experience working with multidisciplinary teams and engaging with diverse stakeholders is essential for this role.
Languages: Fluency in written and spoken English and Kiswahili is mandatory. Proficiency in additional languages may be considered an asset, particularly if it enhances the consultant's ability to engage with local communities and stakeholders effectively.
