Job Overview:
The UNFPA Tanzania Country Office is seeking a consultant to conduct an evaluation of its 9th Country Programme (CP) for the period 2022-202
  • The evaluation aims to strengthen accountability to stakeholders, support evidence-based decision-making, and improve learning. The consultant will assess the performance of the CP across four thematic areas, which include reproductive health and rights, gender-based violence, and the empowerment of women and youth. The evaluation will also address cross-cutting issues such as human rights and gender equality. The consultant will work under the supervision of the CPE manager and will be responsible for designing and implementing a robust evaluation methodology that meets UNFPA standards.

Duties and Responsibilities:
  • Design and implement a comprehensive evaluation methodology for the Country Programme Evaluation (CPE).
  • Coordinate the evaluation team, ensuring effective collaboration among team members.
  • Conduct data collection using both qualitative and quantitative methods.
  • Analyze and synthesize data from diverse sources to provide a thorough assessment of the CP's performance.
  • Prepare and present evaluation findings and recommendations to stakeholders.
  • Ensure adherence to ethical standards and principles throughout the evaluation process.
  • Integrate human rights and gender perspectives in all phases of the evaluation.
  • Provide technical expertise in one or more thematic areas of the CP.
  • Facilitate stakeholder engagement and feedback during the evaluation process. 1
  • Document lessons learned and best practices for future programming.

Required Qualifications:
  • Master’s degree in public health, social sciences, demography, statistics, development studies, or a related field.
  • At least 7 years of experience in conducting or managing evaluations in international development.
  • Extensive experience leading evaluations for UN organizations or international NGOs.
  • Demonstrated expertise in thematic areas relevant to the CP.
  • In-depth knowledge of theory-based evaluation approaches.
  • Strong analytical skills and ability to synthesize large volumes of data.
  • Excellent interpersonal and communication skills, both written and spoken.
  • Experience working with multidisciplinary teams.

Educational Background:
A Master’s degree in public health, social sciences, demography, statistics, development studies, or a related field is required for this position. This educational background is essential to ensure the consultant has the necessary theoretical knowledge and practical skills to conduct a comprehensive evaluation of the Country Programme.

Experience:
The consultant must have a minimum of 7 years of experience in conducting or managing evaluations in the field of international development. This experience should include leading complex evaluations commissioned by United Nations organizations or other international organizations and NGOs. The consultant should also have demonstrated expertise in one of the thematic areas covered by the evaluation, ensuring they can provide valuable insights and recommendations based on their experience.

Languages:
Fluency in written and spoken English is mandatory for this position. Knowledge of Kiswahili is considered an asset, as it will facilitate communication and engagement with local stakeholders during the evaluation process.
