Job Overview: The Infrastructure Specialist position at the World Bank involves a multifaceted role that focuses on the energy and transport sectors within Comoros. The selected candidate will be integral to the design and implementation of ongoing and future World Bank support in energy, particularly in renewable energy development and transport activities. The role requires a deep understanding of the local context and the ability to engage with various stakeholders, including government entities and development partners. The Infrastructure Specialist will be expected to contribute to the preparation of new operations, ensuring that projects align with the World Bank's goals of providing affordable, reliable, and sustainable energy solutions while also addressing transport connectivity and resilience. This position is crucial for advancing the World Bank's initiatives, such as the Mission 300 initiative aimed at providing electricity access to 300 million people in Sub-Saharan Africa by 2030, and the Accelerating Sustainable and Clean Energy Access Transformation (ASCENT) Program, which seeks to provide clean energy access to 100 million people across Eastern and Southern Africa.
Duties and Responsibilities: The duties and responsibilities of the Infrastructure Specialist include acting as the primary point of contact for clients in the energy and transport sectors, supporting the implementation of ongoing projects, and facilitating project preparation activities. The specialist will provide substantial input in drafting Project Concept Notes (PCN) and Project Appraisal Documents (PAD), ensuring that all necessary documentation is compiled, edited, and finalized. They will liaise with clients, country stakeholders, and local staff to ensure smooth project processes, and will be responsible for drafting and reviewing key project documents, including implementation reports and tender documents. Additionally, the specialist will support the preparation and execution of official missions, including drafting aide-memoires and official correspondence, and will be involved in organizing high-level technical workshops and meetings.
Required Qualifications: Candidates must possess a master’s degree in engineering, finance, economics, or other energy and/or development-related fields. Fluency in spoken and written English and French is mandatory, while a working knowledge of the Chikomorian language is desirable. The role requires at least 5 years of relevant work experience, particularly in the transport and energy sectors, with experience in a Development Finance Institution being advantageous. Candidates should demonstrate strategic thinking, the ability to work independently, and effective multi-tasking skills in managing complex projects. Excellent oral and written communication skills are essential, as is the ability to engage with clients and colleagues across various levels and cultural backgrounds.
Educational Background: The educational background required for this position includes a master’s degree in a relevant field such as engineering, finance, economics, or other areas related to energy and development. This advanced education is crucial for understanding the complexities of infrastructure projects and the economic implications of energy and transport initiatives.
Experience: The position requires a minimum of 5 years of work experience in relevant sectors, particularly in energy access and sector reforms. Experience working in Sub-Saharan Africa, preferably in both public and private sectors, is highly valued. Candidates should have a proven track record of managing projects and engaging with stakeholders in a development context.
Languages: Fluency in English and French is mandatory for this position, as these are the primary languages of communication within the World Bank and with its stakeholders. A working knowledge of Chikomorian is considered a plus, as it would facilitate better communication with local partners and stakeholders in Comoros.
