Job Overview: The position of Officier Admin/Ressources Humaines is crucial for supporting operations through the daily implementation of human resources activities in the Extreme North Region. The officer will ensure adherence to NRC policies, manuals, and guidelines while implementing delegated HR functions according to the action plan. This role involves drafting updates on HR activities, ensuring proper document archiving, and promoting improvements in HR functions. The officer will also supervise and manage personnel under their supervision and participate in capacity-building efforts for local partners through assessments, training, and technical support as needed. The position requires a proactive approach to HR management, ensuring that all processes align with NRC's standards and contribute to the overall effectiveness of the organization in the region.
Duties and Responsibilities: The duties and responsibilities of the Officier Admin/Ressources Humaines include but are not limited to: ensuring compliance with NRC policies and guidelines; implementing HR functions as delegated; preparing payroll data for the Extreme North area for validation; managing the recruitment process for staff in the region; organizing induction sessions for new employees; maintaining and archiving personnel files in accordance with NRC guidelines; providing technical support to staff on HR/Admin issues; supporting NRC staff in sub-bases; participating in partner support and training; ensuring HR aspects are considered in partner evaluations; organizing training sessions for staff; managing performance processes and maintaining up-to-date databases; overseeing administrative follow-up for staff; assisting the HR/Admin Manager in capacity-building initiatives; reporting any issues related to labor code compliance; liaising with local partners and authorities; ensuring monthly payroll documentation is signed and archived; updating leave tracking and staff lists; preparing monthly HR reports; organizing internal and external meetings and seminars; managing office and guest house maintenance; ensuring quarterly supplies for the office and staff; and performing any other tasks as assigned by management.
Required Qualifications: Candidates must possess a minimum of a university degree (Bac + 3) in Human Resources, Law, Sociology, or a related field. They should have professional experience as an HR/Admin Officer in a support function within a humanitarian context, with proven results in previous responsibilities. Candidates must demonstrate proficiency in French, both spoken and written, and knowledge of English is an asset. Additionally, candidates should have strong skills in Microsoft Word, Excel, PowerPoint, and internet applications, as well as the ability to communicate effectively in diverse settings. A strong capacity for writing and teamwork in a heterogeneous and international environment is essential, along with a good understanding of local cultures and languages in the intervention areas, particularly in the Extreme North region.
Educational Background: The educational background required for this position includes a minimum of a university degree (Bac + 3) in Human Resources, Law, Sociology, or a related field. This educational foundation is critical for understanding the complexities of human resources management within a humanitarian context and for effectively implementing NRC's policies and procedures.
Experience: The position requires candidates to have professional experience as an HR/Admin Officer in a support role, particularly within humanitarian settings. Additional Notes: This position is a fixed-term contract for 12 months, with the possibility of renewal based on performance and funding availability. The role is based in Kousseri, with approximately 30% of the time spent traveling to field locations. The salary is classified at Grade 5, step 1 of NRC Cameroon’s salary scale, and includes a medical insurance coverage of 90%. The desired start date for this position is January 202
