Job Overview: The position of Officier Logistique is crucial for ensuring the effective implementation of logistics responsibilities within the assigned area. The officer will work in compliance with NRC's policies, tools, manuals, and guidelines, assisting in the execution of logistics functions according to the action plan. The role involves drafting reports on the progress of logistics activities, ensuring proper document archiving, and promoting improvements in logistics functions. Additionally, the officer will participate in capacity building for local partners through training and technical support to enhance their logistics practices. This position requires a proactive approach to logistics management and collaboration with various stakeholders.
Duties and Responsibilities: The Officier Logistique will oversee transportation management, including organizing the movement of goods and personnel, and establishing a maintenance and management system for vehicles. The officer will supervise preventive and corrective management of buildings and guest houses, ensuring proper civil engineering, energy, water, air conditioning, and gardening services. They will manage procurement related to support and program departments, ensuring quality control during the receipt of ordered goods and maintaining accurate inventory records. The officer will also respond to ICT issues in the absence of the ICT officer and ensure proper management of assets and inventories. They will prepare and consolidate logistical reports related to assets, stocks, and transportation, ensuring compliance with NRC's filing standards. The officer will manage operational teams, oversee leave planning, task organization, and clarify roles and responsibilities. They will identify capacity-building needs for partner NGOs and organize training sessions on stock management, inventory, and transport planning. Regular visits will be conducted to assess partner practices and suggest improvements, and participation in logistics coordination meetings with partner NGOs is expected. The officer will train NGOs on SOPs and safety standards related to transport and storage, and support procurement activities as requested by the supervisor, including receiving purchase requests, collecting quotations, and managing contracts. Additional tasks may be assigned by the hierarchy as needed.
Required Qualifications: Candidates must hold a minimum of a university degree (Bac + 3) in logistics, supply chain management, or a recognized equivalent in Cameroon. A minimum of two years of professional experience as a Logistics Officer in a support function within a humanitarian context is required. Previous experience in complex and unstable environments is essential, along with proven results in the responsibilities of the position. Proficiency in French, both spoken and written, is mandatory, while knowledge of English is an asset. Experience in training is also desirable.
Educational Background: The educational background required for this position includes a minimum of a university degree (Bac + 3) in logistics, supply chain management, or a related field recognized in Cameroon. Additionally, familiarity with the Fufulde language is a plus, enhancing the officer's ability to engage with local communities and partners.
Additional Notes: The contract type is a fixed-term contract (CDD) for 12 months, renewable based on performance and availability of funds. The position is based in Kousseri, with approximately 25% of the role involving field travel. The salary is classified as Grade 5, step 1 of NRC Cameroon’s salary scale, and includes a medical insurance coverage of 90%. The desired start date for this position is January 202
