Job Overview: The WASH Officer Level 2 position is primarily stationed in Khulna, where the WASH section is implementing medical waste management and wastewater management activities. The officer will report to the Chief of WASH and will be responsible for leading the implementation of ongoing medical waste management facilities and the installation of onsite wastewater treatment systems in slums of Khulna city. The role involves supporting the WASH section in various activities related to WASH program development, preparation, management, implementation, and monitoring, ensuring compliance with UNICEF’s plans and national and international standards. The officer will also conduct routine supervision and monitoring, review contractor work, develop progress reports, and support resource mobilization efforts. Frequent travel to Dhaka is required for supervision and coordination of activities.
Duties and Responsibilities:
Programme Development and Planning: Provide timely and comprehensive data for WASH programme development and management. Prepare proposals and progress reports, collaborating with team members and partners to strategize for achieving WASH output results. Ensure accuracy and relevance in technical reports and documentation.
Programme Management, Monitoring, and Delivery of Results: Collaborate with partners to analyze implementation issues, provide solutions, and alert stakeholders for necessary interventions. Maintain records of reports and assessments to capture lessons learned and report on programme progress and challenges.
Technical and Operational Support: Lead technical monitoring and supervision of WASH activities through field visits and surveys. Provide support to government counterparts and partners on UNICEF policies and best practices in WASH. Participate in WASH programme meetings to provide expert advice.
Innovation, Knowledge Management, and Capacity Building: Assist in developing and documenting WASH innovations and learning products. Create and deliver learning opportunities to enhance sector capacity.
Humanitarian WASH: Coordinate with humanitarian partners and participate in WASH sector meetings. Take proactive roles in emergency responses and guide WASH sector assessments and monitoring exercises.
Required Qualifications: Minimum requirements include a bachelor’s degree in civil engineering, environmental engineering, sanitary engineering, hydraulic engineering, or a related technical field. An advanced degree or relevant postgraduate courses are considered a strong asset. Candidates must demonstrate a commitment to UNICEF’s core values and competencies, including partnership building, self-awareness, results-driven approach, innovation, strategic thinking, and collaboration.
Educational Background: A bachelor level university degree in civil engineering, environmental engineering, sanitary engineering, hydraulic engineering, or other technical engineering fields is required. Additional relevant advanced degrees and postgraduate courses that complement the main degree are considered strong assets.
Experience: A minimum of two years of professional work experience in WASH-related programmes for developing countries is required. Experience should be closely related to infrastructure development, particularly in fecal and wastewater management, technical design, and implementation of sanitation treatment stations and medical waste management. Experience in WASH-related humanitarian responses is an asset.
Languages: Fluency in English and Bangla is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian, or Spanish) is considered an asset.
