Job Overview: The consultancy aims to support UNFPA APRO’s Gender-Based Violence (GBV) and Harmful Practices team in advancing evidence generation and developing strategic frameworks that promote positive masculinities and strengthen gender-transformative engagement of men and boys. This initiative is crucial for preventing gender-based violence (GBV) and child, early, and forced marriage (CEFM) in the Asia and Pacific region. The consultant will play a vital role in addressing harmful masculinities and social norms that perpetuate GBV and CEFM, collaborating closely with UNFPA Country Offices in Cambodia, Lao PDR, and the Philippines, as well as with UNICEF EAPRO. The consultant will be responsible for developing a research framework, guiding national stakeholders in data collection, and drafting a multi-country scoping review with actionable recommendations for programmatic interventions.
Duties and Responsibilities: The consultant will undertake several key responsibilities, including:
Developing a comprehensive research framework that includes methodology, data collection tools, and an analytical framework focused on harmful masculinities.
Guiding national stakeholders in the ethical collection of necessary data.
Drafting and finalizing a multi-country scoping review on masculinities and social norms related to GBV and CEFM in the Philippines, Cambodia, and Lao PDR, providing clear recommendations for programmatic interventions.
Collaborating with UNFPA Country Offices and partners to ensure the alignment of research efforts with regional initiatives.
Presenting preliminary findings through webinars and creating a slidedeck for stakeholders.
Supporting the UNFPA APRO team in providing expert review and guidance to the mentioned countries on addressing harmful masculinities.
Required Qualifications: The position requires a Master’s degree in Gender Studies, Sociology, Demography, or other relevant social sciences. Additionally, candidates must have a minimum of 15 years of experience in social norms change related to health, GBV, gender equality, gender justice, and social equity. Proven experience in research, study, documentation, and analysis of social and gender norms, particularly in addressing child marriage, is essential. Candidates should demonstrate the ability to design and implement interventions focused on masculinities and engaging men and boys, along with strong analytical and writing skills in English. Excellent coordination, facilitation, and communication skills are also required.
Educational Background: Candidates must possess a Master’s degree in a relevant field such as Gender Studies, Sociology, Demography, or other social sciences. This educational background is crucial for understanding the complexities of gender issues and social norms that the consultancy will address.
Experience: The consultant is expected to have at least 15 years of relevant experience in areas such as social norms change, gender-based violence, and gender-transformative programming. This extensive experience should include conducting research and studies in Asia, particularly related to masculinities and gender norms.
Languages: Proficiency in English is mandatory for this position. Strong communication skills in English are necessary for effective collaboration and reporting. Additional language skills may be beneficial but are not specified as mandatory.

The consultant will develop a work plan in consultation with the UNFPA APRO GBV team. Payments will be made in three installments based on the completion and acceptance of deliverables. The assignment currently does not require travel, but any travel requested by Country Offices will be covered separately according to UNFPA’s travel policy.
