Job Overview:
The Officier Wash/Shelter is responsible for implementing projects and managing the team in designated intervention areas. This role involves ensuring adherence to NRC policies, manuals, and guidelines while implementing the assigned project portfolio according to the action plan. The officer will be tasked with drafting progress reports, ensuring proper documentation archiving, and targeting beneficiaries with the greatest needs. The position also requires evaluating new methods of assistance delivery, raising community awareness on project implementation options, and ensuring compliance with environmental protection principles. The officer will conduct site visits to monitor construction activities and ensure technical specifications are followed, while also organizing and supervising construction work across various sites. The role demands active participation in project planning and evaluation, as well as collaboration with logistics and community members to ensure accurate material delivery and project execution.

Duties and Responsibilities:
The duties and responsibilities of the Officier Wash/Shelter include: ensuring adherence to NRC policies and guidelines; implementing the assigned project portfolio; drafting project progress reports; maintaining proper documentation; targeting beneficiaries in need; evaluating assistance delivery methods; raising community awareness on project implementation and environmental protection; conducting site visits to monitor compliance with technical specifications; organizing and supervising construction activities; planning construction activities and monitoring them across intervention sites; participating in the development of planning tools and project evaluation; forecasting monthly expenses; supporting Shelter WASH assistants in project implementation; assisting supervisors in anticipating needs and planning supplies; initiating drafts of technical drawings and specifications for construction projects; submitting proposals for technical modifications; collaborating with logistics for material distribution; maintaining good working relationships with local authorities and communities; participating in coordination meetings; ensuring standards are known and applied during project implementation; controlling the quality of constructed infrastructures; participating in intersectoral evaluation processes; representing NRC in relevant working group meetings; and performing any other construction-related tasks as requested by management.

Required Qualifications:
The position requires a minimum of a university degree (Bac + 3) in Civil Engineering, Public Works, or a related field. Candidates must have at least 3 years of professional experience as a Project Officer in a humanitarian or recovery context. A solid understanding of WASH and Shelter principles in conflict settings is essential, along with prior experience in complex and unstable environments. Proven results in fulfilling job responsibilities, knowledge of leadership styles, and proficiency in French (both oral and written) are required. Knowledge of English is considered an asset. Specific skills in construction/rehabilitation of public buildings, traditional housing in the Extreme North, and water supply network design are necessary. Candidates should also possess analytical skills, planning and monitoring abilities, and experience in conducting qualitative and quantitative assessments.

Educational Background:
Candidates must hold a minimum of a university degree (Bac + 3) in Civil Engineering, Public Works, or a related field. This educational background is crucial for understanding the technical aspects of the projects and ensuring compliance with engineering standards and practices.

Experience:
The position requires at least 3 years of professional experience in a similar role, particularly in humanitarian or recovery contexts. Candidates should have a proven track record of successfully managing projects and teams in challenging environments, demonstrating their ability to adapt and respond to complex situations.

Languages:
Proficiency in French is mandatory, both spoken and written. Knowledge of English is considered an asset and may enhance communication within the organization and with international partners.

Additional Notes:
The contract is a fixed-term contract (CDD) for 12 months, renewable based on performance and funding availability. The position is based in Makary, with 80% of the time spent in the field. The salary is classified as Grade 5, step 1 on the NRC Cameroon salary scale, and includes a medical insurance benefit covering 90% of costs. The desired start date for this position is January 202
