Job Overview: The role of the International Consultant for the formulation of the Multi-Sectoral Development Cooperation Framework (MSDCF) for the period 2027-2031 is crucial for the UN Development System in the Caribbean. The consultant will work under the overall supervision of the UN Resident Coordinator for Belize and will be responsible for implementing a comprehensive approach to the MSDCF design. This includes preparing an Inception Report that outlines the methodological approach, identifying key stakeholders, and establishing a timeline for the consultancy. The consultant will review and analyze critical inputs to the CF formulation process, including evaluations and reports, to propose strategic recommendations for the MSDCF. The consultant will also facilitate workshops and consultations, ensuring broad engagement among various stakeholders, including national governments and civil society. The ultimate goal is to draft a narrative for the MSDCF document that aligns with the Cooperation Framework Guidance, ensuring that it reflects the priorities and needs of the Caribbean region.
Duties and Responsibilities: The consultant will be tasked with several key responsibilities, including:
Formulating a detailed workplan to guide the development of the new Cooperation Framework, informed by regional context and key UN documents.
Facilitating the consultation and design process for the MSDCF, including the development of a Theory of Change and regional results framework.
Drafting the narrative of the MSDCF document under the guidance of the Regional Steering Committee.
Engaging with key development partners to ensure alignment with ongoing initiatives and mobilizing technical expertise.
Delivering the Theory of Change and MSDCF Results Framework, agreed upon by various stakeholders.
Capturing feedback during consultations and preparing presentations on the MSDCF and related products.
Conducting a thorough analysis of inputs and proposing strategic recommendations for the MSDCF.
Required Qualifications: Candidates must possess an advanced university degree in international development, public policy, or a related field. A minimum of 15 years of relevant professional experience in international development, strategic planning, and sustainable development strategies is required. Excellent writing and analytical skills are essential, along with the ability to undertake complex analyses under time constraints. In-depth knowledge of the UN's role and programming principles, particularly regarding the SDGs and the 2030 Agenda, is desirable. Candidates should also have strong experience in facilitating multi-stakeholder workshops and meetings.
Educational Background: An advanced university degree in international development, public policy, or a related field is required for this position. This educational background is essential to ensure that the consultant has the necessary theoretical knowledge and practical skills to effectively contribute to the MSDCF formulation process.
Experience: The position requires a minimum of 15 years of relevant professional experience, particularly in international development, strategic planning, and designing sustainable development strategies and programs. This extensive experience is crucial for understanding the complexities of the Caribbean context and effectively engaging with various stakeholders.
Languages: Fluency in English is mandatory for this position, as it is the primary language of communication within the UN system and with stakeholders in the Caribbean region. The consultant will work under the guidance of the UN Resident Coordinator for Belize and the RCO Head of Office, with day-to-day management overseen by the RCO Head of Office. Regular briefings will be provided to the Regional Steering Committee and other stakeholders on the progress of the work.
