Job Overview:
The Employer Engagement Supervisor will lead the Employer Engagement team within the Economic Empowerment department in Oakland. This role involves overseeing all aspects of the IRC's efforts to identify, create, and sustain quality job opportunities for program participants. The supervisor will design and implement systems and strategies to develop and maintain relationships with employers and industry groups, successfully placing clients into jobs and internships. Responsibilities include developing Memorandums of Understanding (MoUs), On-the-Job Training Master Agreements, and Worksite Agreements, as well as providing ongoing retention services and support to both employers and clients. The position requires collaboration with the Economic Empowerment Manager to set goals and measure progress toward outcomes, and it involves working closely with Workforce Development Boards in Alameda and Contra Costa counties to implement WIOA programs. The Employer Engagement Supervisor will also supervise a team of 2-3 staff members, ensuring effective delivery of services and support to jobseekers.

Duties and Responsibilities:
The Employer Engagement Supervisor will have a range of responsibilities, including but not limited to: leading the development and cultivation of partnerships with local employers to identify suitable employment opportunities for clients; collaborating with employers to create workplace-based training opportunities; developing and maintaining relationships with key stakeholders such as trade groups, industry associations, labor unions, and local workforce boards; supervising the provision of individual and group job readiness training and employment services; educating employers on the benefits of hiring refugees and immigrants; monitoring job performance and employer/employee satisfaction; achieving job placement and partnership development goals; acting as a liaison between the IRC, employers, clients, and community partners; representing IRC Oakland at job fairs and community events; assisting clients with the hiring process, including resume customization and application completion; ensuring compliance with reporting requirements; and performing other duties as assigned.

Required Qualifications:
Candidates must possess a Bachelor’s degree in a relevant field, with a Master’s degree preferred. A minimum of 4 years of experience in the non-profit, recruiting, HR, or social services sector is preferred, along with 1-2 years of experience in employment counseling, case management, or coaching. Experience working with limited-English-proficient and low-income populations is also preferred. Strong written and verbal communication skills are essential, including the ability to make presentations effectively.

Educational Background:
The position requires a Bachelor’s degree in a relevant field, with a preference for candidates holding a Master’s degree. This educational background is essential to ensure that the candidate has the necessary knowledge and skills to perform the duties associated with the role effectively.

Experience:
The ideal candidate should have at least 4 years of experience in the non-profit sector, recruiting, human resources, or social services. Additionally, 1-2 years of experience in employment counseling, case management, or coaching is required. This level of experience is crucial for understanding the complexities of the job market and the specific needs of the populations served by the IRC.

Languages:
Fluency or professional proficiency in Spanish, Dari/Farsi, or Ukrainian is preferred. This language proficiency is important for effectively communicating with clients and employers, particularly in a diverse community where many clients may speak limited English.

Additional Notes:
The working environment for this position is hybrid, combining remote and in-person office work. The role requires travel to Fremont, Hayward, Concord, and other locations for employer meetings and events, which is estimated to be approximately 30% of the time. The position reports to the Economic Empowerment Manager and directly supervises a Job Developer, an Apprenticeship Instructor, and a Case Manager. Compensation for this role ranges from $33.17 to $35.00 per hour, with pay ranges applicable to US-based candidates.
