Job Overview:
The Senior Operations & Strategic Development Expert (ATM Capacity) position is pivotal within the Operations Division of the Maastricht Upper Area Control Centre (MUAC). This role encompasses the management of air traffic services, operational concept development, and airspace design. The selected candidate will provide senior technical expertise and strategic guidance in capacity management procedures and processes, focusing on the development, validation, and implementation of Air Traffic Flow and Capacity Management (ATFCM) concepts. The expert will lead daily operations, drive improvements, and ensure compliance with regulatory requirements while aligning with stakeholder needs and organizational objectives. This position requires a proactive approach to managing capacity resources and facilitating effective communication among various stakeholders, including airline operators and Air Navigation Service Providers (ANSP).
Duties and Responsibilities:
The duties and responsibilities of the Senior Operations & Strategic Development Expert include leading the execution of capacity management procedures, identifying relevant issues, and steering follow-up actions. The expert will oversee the development and enhancement of ATFCM processes, ensuring timely introduction and effective implementation of seasonal capacity plans. Responsibilities also include coordinating the Capacity Management (CAP) team's input for the Focus Area Capacity, producing technical documentation in compliance with quality standards, and promoting the development of pre-tactical and post-operational processes. The role requires collaboration with various teams and stakeholders to improve MUAC's capacity and meet operational targets. Additionally, the expert will carry out any other tasks aligned with the main purpose of the job.
Required Qualifications:
Candidates must have completed third-level studies in fields such as Engineering, Business Management, or Air Traffic Management, meeting the European Qualifications Framework (EQF) Level 6 or higher. Alternatively, candidates may have completed training as an Air Traffic Controller or in Air Traffic Flow and Capacity Management (ATFCM). A minimum of 10 years of relevant working experience is required, along with proficiency in ATFCM and Airspace Management (ASM). Candidates should possess technical drafting skills in English, project and stakeholder management skills, and the ability to analyze complex information methodically. Strong communication skills, networking abilities, decision-making capabilities, and problem-solving skills are essential, as is the ability to work effectively in a multinational and multicultural environment.
Educational Background:
The educational background required for this position includes a completed degree in a relevant field such as Engineering, Business Management, or Air Traffic Management, which aligns with the European Qualifications Framework (EQF) Level 6 or higher. Candidates with specific training in Air Traffic Control or ATFCM are also eligible. Internal candidates may refer to the intranet for equivalency checks regarding in-house experience and educational qualifications.
Experience:
The position requires a minimum of 10 years of relevant working experience in air traffic management or related fields. Candidates should have a strong background in operational ATM environments, demonstrating knowledge of day-to-day procedures and typical issues encountered in the field. Experience with systems used in ATFCM and familiarity with Network Manager working methods are also essential.
Languages:
Proficiency in English at level C1 is mandatory for this position, as it is the working language of the Agency. Knowledge of French is also beneficial but not mandatory.
Additional Notes:
The position is offered as a full-time role with a contract duration of 5 years, which may be extended or converted into an undetermined contract.
