Job Overview:
The consultant position is primarily focused on project development for multilateral funding in the field of nature conservation, particularly in Central Asia. The consultant will be responsible for producing an inception report that outlines the approach, methodology, and timeline for the project. The role involves co-organizing consultation workshops, developing concept notes, and full proposals targeting various funding sources. The consultant will work closely with the Associate Programme Management Officer and local implementation partners to ensure that the project aligns with global, regional, and national priorities. The position requires a strong understanding of biodiversity and climate adaptation policies, as well as the ability to engage with stakeholders and funding agencies to refine project ideas and ensure successful funding applications.

Duties and Responsibilities:
The consultant will have a comprehensive set of duties, including:
  • Providing an inception report that summarizes tasks, existing conservation measures, ecosystem-based adaptation tools, and a prioritized list of measures based on a tested prioritization method.
  • Leading two consultation workshops in Kyrgyzstan and Tajikistan to validate measures and tools with local partners and stakeholders.
  • Developing three structured project rationales based on selected measures and tools.
  • Outlining project activities that incorporate gender considerations and community participation.
  • Ensuring alignment of proposed concepts with relevant global, regional, and national strategic frameworks.
  • Identifying suitable funding opportunities from multilateral and bilateral sources.
  • Engaging with UNEP experts and stakeholders to develop project ideas.
  • Developing three high-quality concept notes tailored to funding mechanisms.
  • Expanding two concept notes into full proposals, including logical frameworks and budget estimates. 1
  • Ensuring that concepts and proposals meet donor priorities and submission requirements.

Required Qualifications:
The position requires a postgraduate degree in environmental science, biodiversity conservation, climate change, or a related field. Additionally, at least five years of experience in project development for multilateral funding in nature conservation is essential, preferably with a focus on Central Asia. A proven track record in developing successful concept notes and proposals for funding sources is desired. The candidate should possess excellent research, analytical, and writing skills, along with strong knowledge of international biodiversity and climate adaptation policies. Familiarity with Central Asian biodiversity and climate adaptation policies is highly desirable, as is experience working with UNEP or other UN agencies.

Educational Background:
Candidates must hold a postgraduate degree in a relevant field such as environmental science, biodiversity conservation, or climate change. This educational background is crucial for understanding the complexities of environmental issues and developing effective project proposals.

Experience:
The position requires a minimum of five years of relevant experience in project development, specifically for multilateral funding in nature conservation. Experience in Central Asia is preferred, as it will provide valuable insights into the regional context and challenges. A proven ability to develop successful concept notes and proposals is essential for this role.

Languages:
Fluency in oral and written English is required for this position, as English is one of the working languages of the United Nations Secretariat. Proficiency in French is also beneficial, as it is another working language of the UN. Strong communication skills in these languages will facilitate effective collaboration with international stakeholders and funding agencies.
