Job Overview:
The Senior Technical Officer - Community will play a crucial role in implementing essential HIV services targeting at-risk adults, children, and people living with HIV (PLHIV) in rural health zones of Haut-Katanga and Lualaba provinces. This position is part of the EpiC DRC initiative, which aims to address critical gaps in access to HIV services and ensure continuity of essential activities in high-risk areas. The officer will be responsible for the rapid implementation of priority interventions, including community-based HIV testing, distribution of antiretroviral treatments, capacity building for laboratories, and improving the quality of HIV care provided by government health partners. The role requires a proactive approach to meet the urgent needs of PLHIV and to promote health equity and resilience in affected communities.

Duties and Responsibilities:
The Senior Technical Officer will be responsible for developing strategies that enable the OEV platform to contribute to achieving the 95-95-95 targets for HIV treatment. This includes establishing a formative supervision system for community workers involved in community testing activities, ensuring appropriate coordination mechanisms between community-based OEV service providers and clinical pediatric HIV providers to improve HIV outcomes. The officer will organize training for case managers, closely coordinate all case management activities on the ground, provide technical support to case managers regarding the implementation of care and support services for OEV, collaborate with various stakeholders and project partners at the health zone level, participate in forums on care and support for OEV and their families, and organize weekly and monthly planning and data review meetings with case managers.

Required Qualifications:
Candidates must hold at least a Bachelor's degree in social sciences or community health. They should have a proven experience of at least 5 years in the care and support of OEV and their families, with a focus on case management processes in a PEPFAR project. A strong background in working or collaborating with the Ministry of Social Affairs and health zone central offices is essential. Additionally, candidates should possess a comprehensive understanding of the national policy on HIV/AIDS and the care of OEV.

Educational Background:
A minimum of a Bachelor's degree in social sciences, community health, or a related field is required for this position. This educational background is crucial for understanding the complexities of community health and social support systems, particularly in the context of HIV care and support.

Experience:
Candidates should have a minimum of 5 years of relevant experience in the care and support of OEV and their families, particularly in the context of PEPFAR projects. This experience should include direct involvement in case management processes and a demonstrated ability to work effectively with community health initiatives.

Languages:
Fluency in French is mandatory, as it is the primary language of communication in the Democratic Republic of the Congo. Proficiency in English is considered an asset, as it may facilitate communication with international partners and stakeholders.
