Job Overview:
The Program Manager, Education is responsible for ensuring that the NJOR's portfolio of education programs is of the highest quality. This role encompasses three primary areas: sub-award management, technical support, and business development. The Program Manager will oversee the development of education-focused sub-awards to partner agencies, ensuring that these partnerships are effective and that performance is monitored closely. The role also involves creating and disseminating materials that provide technical support to sub-award partners and other stakeholders involved in refugee education. The Program Manager will engage in project management, program implementation, and stakeholder outreach to advance the educational goals of NJOR. Reporting to the Senior Program Officer, the Program Manager will collaborate with NJOR staff, project colleagues, and other stakeholders to ensure the success of education initiatives.

Required Qualifications:
Candidates must possess an education-related graduate degree, with a minimum of 2 years of relevant work experience in education. Experience in grant-making and research is a plus, as is prior experience in K-12 school systems or refugee education services. Candidates should have training in adult learning principles and instructional design, along with proven project management skills. The ability to work independently and as part of a team is essential, as is being a self-starter with strong problem-solving skills. Proficiency in Microsoft Office applications is required, along with excellent verbal and written communication skills and analytical skills, particularly in data systems development and analysis. Candidates should demonstrate an entrepreneurial spirit and possess strong diplomatic and cross-cultural skills.
Educational Background:
A graduate degree in education or a related field is preferred for this position. This educational background should provide the necessary knowledge and skills to effectively manage education programs and support refugee education initiatives.
Experience:
The position requires a minimum of 2 years of relevant work experience in education, with a strong preference for candidates who have experience in K-12 school systems or refugee and immigrant education services. Candidates should have demonstrated project management skills, with at least 3 years of experience coordinating education-related projects.
Languages:
Fluency in English, both spoken and written, is mandatory for this position. Additional language skills may be beneficial but are not specified as required.
Additional Notes:
The position is fully remote, with the potential to transition to a hybrid model in the future. The Program Manager is expected to travel within New Jersey for meetings and events, and may occasionally need to travel outside of New Jersey. The compensation for this role ranges from $55,612 to $78,287, depending on various factors such as the labor market and individual candidate experience. - Sub-Award Management: Supporting the Senior Programs Officer in reviewing policy releases from the Office of Refugee Resettlement (ORR) and updating guidelines for sub-award agencies. Collaborating to create guidelines for education-related grant programs, participating in the review of sub-award agreements, and implementing management initiatives for education programs. This includes preparing reports for donors, developing monitoring tools, and ensuring compliance with regulations.
- Technical Support: Assessing the technical support needs of sub-award partners, creating training resources, and coordinating education-focused training sessions. The Program Manager will also develop technical support materials and conduct regular visits to partner agencies.
- Project Management: Owning the project management of education-related initiatives, providing clear instructions to team members, tracking progress, and ensuring project goals are met. The Program Manager will develop work plans and timelines, coordinate roles with collaborators, and identify potential challenges.
- Business Development: Supporting the Senior Program Officer in identifying funding opportunities and assisting in proposal development for education-related programs.
- Other Duties: Assisting in the development of interventions that strengthen statewide systems supporting refugee education and performing other tasks as assigned by the supervisor.
