Job Overview:
The Resources Management Officer position is a critical role within the IOM Coordination Office for the South Pacific, specifically in Tuvalu. The successful candidate will be responsible for supporting and managing the resources management functions, which encompass financial, procurement, human resources, and administrative activities. This role requires a proactive approach to ensure that all financial transactions are processed accurately and timely, maintaining compliance with IOM's financial regulations. The officer will assist in monitoring budgets, preparing financial reports, and ensuring that all documentation is properly filed and maintained. The position also involves providing guidance on financial policies and procedures, ensuring that the office's asset inventory is managed according to IOM policies, and supporting procurement activities. Required Qualifications:
The position requires a university degree in Accounting, Commerce, or Business Administration, along with three years of relevant professional experience. Alternatively, candidates with a high school diploma and five years of relevant experience will also be considered. Professional certifications such as Chartered Accountant (CA), Certified Public Accountant (CPA), Chartered Institute of Management Accountants (CIMA), or Association of Chartered Certified Accountants (ACCA) are advantageous. Candidates must demonstrate a strong understanding of financial management principles and practices, as well as proficiency in using financial management software and ERP systems.
Educational Background:
Candidates must possess a university degree in a relevant field such as Accounting, Commerce, or Business Administration. Accredited universities are those listed in the UNESCO World Higher Education Database. Professional certifications in accounting or finance are considered an advantage and may enhance a candidate's application.
Experience:
Candidates should have a minimum of three years of experience in financial administration, including financial management and budgeting. Experience in human resources, procurement, and logistics is also required. Familiarity with Enterprise Resource Planning systems is essential, and prior experience working in an international organization is highly desirable.
Languages:
Fluency in English and Tuvaluan is required for this position, both oral and written. Proficiency in additional languages, particularly French or Spanish, is considered a plus, as IOM's official languages include these. Language proficiency will be evaluated during the selection process, which may include written and/or oral assessments.

The duties and responsibilities of the Resources Management Officer include but are not limited to:
- Supporting the Resources Management Unit (RMU) in various financial activities, including processing and reconciling financial transactions and payments to staff and suppliers.
- Maintaining financial records using the IOM Enterprise Resource Planning (ERP) System in accordance with IOM financial regulations.
- Monitoring budget versus actual financials for operational activities and assisting in the preparation of monthly accounts closure.
- Reviewing payroll projectization results and ensuring the validity of all financial documentation.
- Managing imprest accounts and ensuring the safe custody of cash.
- Preparing budgets and financial reports that comply with donor requirements.
- Maintaining an organized filing system for RMU documents and paid vouchers.
- Reviewing Travel Authorizations and expense claims for completeness before processing.
- Providing guidance on accounting and financial policies to various units within the office. 1
- Ensuring compliance with IOM Assets Inventory Policy and maintaining updated asset inventory reports. 1
- Assisting in procurement activities, including obtaining quotations and preparing evaluations. 1
- Performing other duties as assigned by the supervisor.
