Job Overview:
The Monitoring and Evaluation Officer plays a crucial role in supporting the Area programme by providing day-to-day monitoring and evaluation assistance. This position is essential for ensuring that the organization's projects adhere to established policies and guidelines while effectively targeting the most vulnerable populations. The officer will be responsible for preparing status reports, managing project documentation, and promoting innovative programming improvements. The role requires collaboration with various teams, including Emergency Response and Cash & Markets, to gather and manage information for monitoring and evaluation reports. The officer will also engage in developing monitoring and evaluation plans, conducting surveys, and preparing project evaluations, ensuring that data is accurately collected and analyzed to inform decision-making and improve program effectiveness.

Duties and Responsibilities:
The Monitoring and Evaluation Officer will have a comprehensive set of responsibilities, including:
  • Ensuring adherence to NRC policies, tools, operational handbooks, and guidelines.
  • Implementing the delegated Core Competence project portfolio according to the action plan.
  • Preparing and developing status reports as required by management.
  • Managing project documents through proper filing and organization.
  • Ensuring that projects effectively target the most in-need populations and exploring new methods of assistance.
  • Collaborating with Emergency Response, Cash & Markets, and other teams to collect and manage information for MEAL-related reports.
  • Developing weekly monitoring and evaluation plans for partner activities.
  • Conducting frequent surveys for monitoring and evaluation activities.
  • Engaging in project evaluations and drafting reports. 1
  • Establishing and managing a database and monitoring system. 1
  • Providing technical guidance and training to program staff on project documentation. 1
  • Analyzing data and compiling quarterly, annual, and ad hoc program reports. 1
  • Maintaining and updating the country programme MEAL database. 1
  • Supporting the development of MEAL tools and maintaining geographic baseline data. 1
  • Researching and retrieving data from various sources and preparing statistical reports. 1
  • Producing maps and geographic information products in coordination with stakeholders. 1
  • Liaising with UN agencies and humanitarian partners to ensure information is accessible for operations.

Required Qualifications:
The position requires several qualifications, including:
  • A Bachelor’s Degree in a relevant field.
  • A minimum of 2 years of experience in the Monitoring & Evaluation field, particularly in humanitarian or recovery contexts.
  • Previous experience working in complex and volatile environments.
  • Documented results related to the responsibilities of the position.
  • Proficiency in English is essential, with good communication skills being a key requirement.
  • Strong data collection and analytical skills are necessary, along with proficiency in Microsoft applications, especially Excel.

Educational Background:
Candidates must possess a Bachelor’s Degree in a relevant field, which provides the foundational knowledge necessary for effective performance in the role of Monitoring and Evaluation Officer. Experience:
