Job Overview:
The Assistant Technical Officer for Monitoring & Evaluation (M&E) will play a crucial role in supporting the monitoring and evaluation of program activities at designated field sites in Northeast Nigeria. This position is essential for ensuring that project activities are documented accurately and reported in a timely manner. The officer will assist in the implementation of M&E tools and strategies, conduct routine monitoring visits, and maintain high-quality data standards. The role requires a proactive approach to identifying and resolving data inconsistencies and supporting the overall accountability strategy of the project. The Assistant Technical Officer will also be responsible for capacity development of M&E data clerks and will need to stay updated on current M&E developments and best practices in the humanitarian sector.

Duties and Responsibilities:
The Assistant Technical Officer-M&E will have a variety of responsibilities, including but not limited to: assisting the Technical Officer-M&E in the implementation of M&E tools; conducting routine monitoring visits to field sites; collecting and analyzing data on program activities; identifying and addressing data inconsistencies; maintaining high-quality data through regular assessments; preparing weekly and monthly reports; supporting the project’s accountability strategy; providing oversight and capacity development for M&E data clerks; ensuring proper documentation and storage of M&E records; collaborating with technical support teams for data collection; and performing additional duties as assigned by the supervisor.

Required Qualifications:
Candidates must possess a BSc or BA in Statistics, Public Health, Development Studies, Monitoring and Evaluation, or a related field. A minimum of 1-3 years of relevant experience in Monitoring and Evaluation or data management is required. Familiarity with the Nigerian public health sector, NGOs, and community-based organizations is highly desirable, along with an understanding of the M&E context in Northern Nigeria. A sound understanding of humanitarian assistance programming is also beneficial.

Educational Background:
The educational background required for this position includes a bachelor's degree in a relevant field such as Statistics, Public Health, Development Studies, or Monitoring and Evaluation. Candidates should have a solid foundation in data management and analysis, as well as familiarity with M&E frameworks and methodologies.

Experience:
The position requires candidates to have at least 1-3 years of relevant experience in Monitoring and Evaluation or data management. Experience working in the humanitarian sector, particularly in Northeast Nigeria, is highly advantageous. Candidates should demonstrate a strong understanding of M&E systems and the ability to work effectively in challenging environments.

Languages:
Proficiency in written and spoken English is mandatory, along with fluency in Hausa. Understanding the Kanuri language is considered an added advantage, as it will facilitate communication with local communities and stakeholders.
