Job Overview: The position of National Consultant in Sanitation is crucial for the development of the Rural Sanitation Directorate (DAR) in Ivory Coast. The consultant will work under the dual supervision of the Chief of the Water, Hygiene, and Sanitation (WASH) program and the Director of the DAR. The primary function of this role is to develop an institutional strengthening program for the DAR, which includes conducting an analysis of the institutional and regulatory framework of rural sanitation, enhancing the skills of institutional and community actors, identifying sustainable financing mechanisms, and facilitating the preparation and organization of the Annual Joint Review (RAC) of the WASH sector. The consultant will be expected to engage with various stakeholders, conduct training sessions, and provide strategic recommendations to improve governance and coordination in the rural sanitation sector.
Duties and Responsibilities: The consultant will be responsible for several key activities: 1) Conducting a thorough analysis of the institutional and regulatory framework of rural sanitation, clarifying roles and responsibilities of involved actors, and formulating recommendations for governance improvement; 2) Strengthening the capacities of institutional and community actors through training sessions and the provision of management tools; 3) Identifying and proposing sustainable financing mechanisms and facilitating strategic partnerships; 4) Leading the preparation and organization of the Annual Joint Review (RAC) of the WASH sector, ensuring stakeholder mobilization and data collection. The consultant will also be tasked with developing a methodology for the mission, conducting interviews, and organizing workshops to achieve the outlined objectives.
Required Qualifications: The consultant must possess the following qualifications: a Master's degree or higher in relevant fields such as public management, institutional development, water, hygiene and sanitation, public health, or related disciplines; at least 10 years of proven experience in the water, hygiene, and sanitation sector or rural development, with a minimum of 5 years in institutional strengthening or public policy support; excellent analytical, writing, and communication skills; strong knowledge of institutional and regulatory analysis in the WASH sector; experience in organizational diagnostics and capacity building; solid skills in developing financing mechanisms and resource mobilization; familiarity with stakeholder mapping and coordination mechanisms; experience working with UN agencies or bilateral organizations is an asset; proficiency in French and good knowledge of English is required.
Educational Background: Candidates must have a minimum educational background of a Master's degree or equivalent in fields related to public management, institutional development, water, hygiene and sanitation, public health, or community/rural development. This educational foundation is essential for understanding the complexities of the sanitation sector and effectively contributing to the objectives of the DAR.
Experience: Candidates should have a minimum of 10 years of relevant experience in the water, hygiene, and sanitation sector or rural development, with at least 5 years specifically focused on institutional strengthening, administrative reform, or public policy support. This level of experience is critical for ensuring that the consultant can effectively navigate the challenges and opportunities within the sector and provide valuable insights and recommendations.
Languages: Fluency in French is mandatory, and a good command of English is also required. Proficiency in both languages will enable effective communication with various stakeholders and ensure that the consultant can engage with international partners and resources.
Additional Notes: The consultant will be based at the DAR and will undertake a maximum of three field missions to the Tchologo, Bounkani, and Worodougou regions. The financial offer must account for these field missions. The consultant is expected to use their own computer and ICT tools. The position is not classified as a staff member of UNICEF, and consultants will not receive benefits typically afforded to employees. They are responsible for their tax obligations and must ensure that they have the necessary visa and health insurance for the duration of the contract. Additionally, selected candidates must confirm full vaccination against COVID-19 with an approved vaccine before starting the mission.
