Job Overview:
The Health Specialist/Economist position at the World Bank focuses on enhancing health outcomes and promoting universal health coverage (UHC) in Mongolia, particularly through the Health, Nutrition, and Population (HNP) portfolio in the East Asia and Pacific (EAP) region. The selected candidate will lead analytical work and engage in policy dialogue with government counterparts and development partners. This role is crucial for supporting health system improvements, health financing reforms, and public health measures in Mongolia. The position requires collaboration with various stakeholders to advance the health sector's objectives and contribute to the overall human capital agenda in the region. The successful candidate will report to the HNP Practice Manager based in Bangkok and will be offered a 2-year term appointment, with the possibility of extension based on performance and business needs.

Duties and Responsibilities:
The duties and responsibilities of the Health Specialist/Economist include leading and contributing to high-quality analytical and advisory services that focus on health systems strengthening, health financing, health service delivery, and public health. The candidate will be responsible for conceptualizing and developing new IBRD-funded health projects in Mongolia, engaging closely with client ministries such as the Ministry of Health and Ministry of Finance. Additionally, the role involves coordinating multisectoral engagements across health, education, social protection, and poverty to advance the human capital agenda. The candidate will also collaborate with development partners and other parts of the World Bank Group to align efforts in health and nutrition initiatives. Furthermore, the position includes contributing to regional capacity-building activities, organizing workshops and seminars to enhance knowledge-sharing across countries in the East Asia and Pacific region.

Required Qualifications:
Candidates must possess a Master’s degree in economics, public health, health policy, or a related discipline, along with at least 8 years of relevant experience. A PhD in economics, public health, health policy, or an MD with health sector experience is highly advantageous. In-depth knowledge of health sector challenges, including health system strengthening, health financing, and service delivery reforms, is essential. Proven ability to engage and collaborate with a diverse range of stakeholders, including senior government officials and development partners, is required. The candidate must demonstrate a strong track record in conducting complex analytics and translating findings into actionable outputs, as well as the ability to inform high-level policy discussions through effective communication.

Educational Background:
The educational background required for this position includes a Master’s degree in economics, public health, health policy, or a related field. A PhD or MD with relevant health sector experience is preferred and would provide additional depth to the candidate's qualifications.

Experience:
Candidates should have a minimum of 8 years of relevant experience in the health sector, with a strong focus on health system challenges and reforms. Experience working in Mongolia's health sector is required, and familiarity with health sector development challenges in other countries within the East Asia and Pacific region is advantageous.
