Job Overview:
The Protection Associate position is a critical role within the Protection Unit in Sittwe, Myanmar. The incumbent will work under the supervision of the Protection Officer and is expected to coordinate effective protection responses tailored to the needs of forcibly displaced and stateless individuals. This role involves a comprehensive understanding of the protection landscape in Rakhine State, where the incumbent will engage in protection monitoring and assessment activities. Key responsibilities include leading focus group discussions, conducting key informant interviews, and participatory assessments to document protection incidents and analyze trends. The Protection Associate will also be responsible for identifying vulnerable individuals and recommending appropriate actions to address their needs. A strong commitment to UNHCR’s principles, including Accountability to Affected People (AAP), Age Gender Diversity (AGD), and Community-Based Protection (CBP), is essential. The incumbent will also contribute to raising awareness of protection issues and will be involved in designing and delivering capacity-building training and community-based protection projects.
Duties and Responsibilities:
The duties and responsibilities of the Protection Associate include staying informed about political, social, economic, and cultural developments that impact the protection environment. The incumbent will apply international and national laws, as well as UN/UNHCR and IASC policies, standards, and codes of conduct consistently. They will provide advice on protection issues to populations of concern (PoC), liaise with authorities for documentation issuance, and assist in eligibility and status determination processes. The Protection Associate will contribute to identifying, preventing, and reducing statelessness and will be involved in developing country-level child protection and education plans. They will monitor Standard Operating Procedures (SOPs) for protection activities, manage individual protection cases, and intervene in cases of refoulement and other protection incidents. The role also involves identifying durable solutions for PoC, facilitating effective information management, and participating in initiatives to strengthen national protection legislation. The incumbent will assist in prioritizing PoC for interviews and counseling, enforce compliance with global protection policies, and submit payment requests for PoC.
Required Qualifications:
The required qualifications for the Protection Associate position include a minimum of three years of relevant experience with a High School Diploma, or two years of relevant work experience with a Bachelor’s degree or equivalent. Candidates should have a background in law" style="border-bottom: 1px dotted #007bff !important;">International Law, Political Science, or a related field. Essential functional skills include IT literacy and knowledge of refugee protection principles and frameworks, as well as protection-related guidelines, standards, and indicators. The ability to work effectively in a team and demonstrate strong drafting, communication, and advocacy skills is also crucial.
Educational Background:
Candidates must possess a High School Diploma or a Bachelor’s degree in a relevant field such as International Law or Political Science. Additional certifications in related areas are considered an asset. The educational background should equip candidates with the necessary knowledge and skills to understand and navigate the complexities of protection issues faced by forcibly displaced and stateless individuals.
Experience:
The position requires a minimum of three years of relevant experience for candidates with a High School Diploma, or two years of relevant experience for those with a Bachelor’s degree. Experience in protection-related roles, particularly in humanitarian contexts, is highly desirable. Candidates should demonstrate a strong understanding of the protection environment and the challenges faced by displaced populations.
Languages:
Knowledge of English is mandatory, along with proficiency in the UN working language of the duty station, which is not English. For national professional jobs, knowledge of the local language is also required. Proficiency in additional languages is considered an asset and may enhance communication with diverse populations.
