Job Overview:
The position of Expert in Energy and Electricity (JET) is integral to GIZ's efforts in supporting South Africa's Just Energy Transition (JET). The expert will be responsible for providing technical assistance in energy policy, regulatory, and institutional reform, particularly focusing on electricity market integration, renewable energy, and energy efficiency. The role involves advising public institutions, regulators, and private stakeholders on strategies, investment planning, and policy reforms, with a strong emphasis on ensuring a just energy transition. The expert will work within the framework of the EU-funded tender for the Technical Assistance Facility, aiming to improve the policy and regulatory framework for a just energy transition, enhance the effectiveness of the TVET system, and improve financing instruments for SMMEs in the green economy.

Duties and Responsibilities:
The expert will undertake a variety of tasks, including:
  • Providing technical assistance in energy policy and regulatory reforms, focusing on electricity market integration and renewable energy.
  • Advising public institutions and regulators on investment planning and policy reforms.
  • Engaging with private stakeholders to facilitate their participation in the energy transition.
  • Conducting assessments of the current energy policy landscape and identifying areas for improvement.
  • Collaborating with multidisciplinary teams to implement complex energy reform projects.
  • Mobilizing and planning investments to strengthen the electricity sector in developing and emerging economies.
  • Supporting the development of financing instruments for SMMEs in green economy value chains.
  • Contributing to the overall objectives of the JET initiative by enhancing the effectiveness of the TVET system and ensuring alignment with just energy transition goals.

Required Qualifications:
Candidates must possess a Master’s Degree (or equivalent) in Electrical Engineering, Energy Economics, Energy Policy, or a closely related field. In cases where a Master’s degree is not held, a Bachelor’s degree in the relevant fields combined with at least 5 additional years of relevant professional experience will be accepted. Candidates should demonstrate excellent knowledge of energy sector governance, power system operations, and policy reform issues in developing or emerging economies. Fluency in both oral and written English at a C1 level is mandatory, which can be evidenced through qualifications or relevant work experience. Advanced written and oral communication skills, along with advanced IT skills, are also required.

Educational Background:
The educational background required for this position includes a Master’s Degree or equivalent in fields such as Electrical Engineering, Energy Economics, or Energy Policy. Alternatively, a Bachelor’s degree in these fields combined with significant professional experience may be acceptable. The emphasis is on having a strong academic foundation in energy-related disciplines to effectively contribute to the role.

Experience:
Candidates should have at least 10 years of professional experience in the energy sector, with a proven track record of leading or participating in multidisciplinary teams within complex energy reform or investment projects. Specific experience in advising public institutions and regulators on policy, legal, or institutional changes is essential. Additionally, at least 7 years of experience in providing technical assistance in the energy sector's policy, institutional, and regulatory framework is required, with a minimum of 2 years of experience in Africa. Experience in mobilizing and implementing investments in the electricity sector of developing and emerging countries is also necessary, along with experience in supporting private sector participation in renewable energy or energy efficiency projects.

Languages:
Fluency in English is mandatory, with a requirement for proficiency at a C1 level based on the Common European Framework of Reference for Languages. This proficiency can be demonstrated through specific qualifications or relevant work experience. While English is the primary language required, knowledge of additional languages may be considered an asset, particularly if they are relevant to the Southern African context.
