Job Overview:
The Information Management Specialist will play a crucial role in supporting UNICEF's ongoing Earthquake response and other emergency preparedness initiatives in the Eastern Region of Afghanistan. This position is vital for ensuring that accurate and timely data is available for informed decision-making during emergencies. The specialist will lead the Information Management function within the Eastern Region Field Office, providing high-quality IM services that support program performance and emergency response efforts. The role involves managing the collection, analysis, visualization, and dissemination of information to facilitate a coordinated and effective humanitarian response. The specialist will work closely with various stakeholders, including UNICEF sections, field offices, and other UN agencies, to ensure that the emergency response is connected to resilience and basic human needs programs.

Duties and Responsibilities:
The main tasks and responsibilities of the Information Management Specialist include:
  • Coordination and Representation: Participate in inter-agency coordination meetings, represent UNICEF in information management forums, and manage the flow of information dissemination.
  • Information Management and Analysis: Leverage Geographic Information technologies for map production, establish and maintain information databases, collect and analyze data on risks and hazards, and develop mapping tools and dashboards for emergency preparedness.
  • Emergency Preparedness and Response: Lead the preparation of emergency information products, contribute to strategic documents, provide regular updates on emergency situations, and support field offices in data collection during emergencies.
  • Risk Analysis and Monitoring: Provide analytical support for designing risk-informed multi-hazards response programs and offer technical support and capacity building to UNICEF staff on risk analysis.

Required Qualifications:
Candidates must possess strong analytical skills, experience in information management, and the ability to work collaboratively with various stakeholders. Proficiency in Geographic Information Systems (GIS) and data visualization tools is essential. The role requires excellent communication skills, both written and verbal, and the ability to manage multiple tasks in a fast-paced environment. Familiarity with emergency response protocols and humanitarian principles is highly desirable.

Educational Background:
A bachelor's degree in a relevant field such as information management, data science, geography, or a related discipline is required. A master's degree is preferred and may be advantageous for candidates seeking to stand out in the application process.

Experience:
Candidates should have a minimum of 5 years of relevant experience in information management, data analysis, or a related field, particularly in humanitarian or emergency response contexts. Experience working with UN agencies or international organizations is highly valued, as is familiarity with the specific challenges faced in emergency situations.

Languages:
Fluency in English is mandatory, and proficiency in local languages such as Dari or Pashto is highly desirable. Knowledge of additional languages may be considered an asset, enhancing communication with diverse stakeholders.

The position is based in Jalalabad, with travel to other provinces as required.
