Job Overview:
The ET Consultant - GFF Country Coordinator position is integral to the World Bank's mission of enhancing health outcomes in developing countries. The role involves working closely with government officials and stakeholders to develop and implement investment cases aimed at improving health services for women, children, and adolescents. The consultant will facilitate stakeholder engagement, support the development of national health plans, and ensure that the investment case aligns with broader health sector goals. The position requires a strong focus on collaboration, data-driven decision-making, and the ability to navigate complex partnerships to achieve sustainable health outcomes. The consultant will also play a key role in monitoring progress and ensuring that health financing is effectively utilized to meet the needs of vulnerable populations.

Duties and Responsibilities:
The duties and responsibilities of the ET Consultant include:
  • Investment Case Development and Costing: Facilitate stakeholder participation in the GFF process, support the government in developing a roadmap for the Investment Case, and ensure quality assurance of the Investment Case document.
  • Investment Case Implementation: Aid in assessing the validity and progress of the investment case, monitor government expenditures, and support the finalization of the Investment Case Results Framework.
  • Country Platform Functionality and Alignment: Assist the government in forming a country platform, map resources and stakeholder investments, and integrate monitoring of the investment case with broader health sector reviews.
  • Country Communications: Produce communication materials to inform stakeholders about the GFF process and participate in multi-media missions.
  • Support for GFF and World Bank processes: Ensure effective use of resources for investment case development and provide technical assistance to the government as needed.

Required Qualifications:
Candidates must possess a Master’s Degree in a relevant field such as Public Health, Public Administration, or Economics, along with at least 10 years of work experience in health systems strengthening or related areas. Demonstrated experience in developing partnerships and effective stakeholder engagement is essential. Proven leadership skills, strong organizational abilities, and proficiency in data analysis are also required. Candidates should have excellent communication skills in French, with fluency in English considered an asset. Knowledge of GFF-related systems and experience in reproductive, maternal, newborn, child, and adolescent health/nutrition will be advantageous.

Educational Background:
A Master’s Degree in a relevant field is mandatory for this position. Fields of study may include Public Health, Public Administration, Economics, Health Economics, or other related disciplines that align with the goals of the Global Financing Facility.

Experience:
The position requires a minimum of 10 years of relevant work experience, particularly in areas related to reproductive, maternal, newborn, child, and adolescent health and nutrition, as well as health systems strengthening. Experience in coordinating complex partnerships and engaging with various stakeholders, including government entities, donors, and civil society, is crucial for success in this role.

Languages:
Fluency in French is mandatory for this position, as it is the primary language of communication. Proficiency in English is preferred and will be considered an asset, as it enhances the ability to engage with a broader range of stakeholders and resources.

Additional Notes:
This position is a local recruitment opportunity with a term duration of one year, which may be renewable at the discretion of the World Bank Group. The selected candidate will be subject to a lifetime maximum appointment of three years in the ET category. The role is full-time and involves working closely with various stakeholders to achieve the objectives of the Global Financing Facility.
