Job Overview:
The Programme Analyst position is integral to the UNDP's Hub on LGBTI+ and Key Populations, specifically focusing on the implementation of regional activities related to drug policy, LGBTI+ data, and LGBTI+ inclusion. The role requires the analyst to coordinate project planning and execution, ensuring that activities align with the objectives of the #WeBelongAfrica initiative. This includes managing budgets, monitoring expenditures, and providing technical support to various country offices. The analyst will also be responsible for fostering partnerships with civil society organizations and governmental agencies, facilitating capacity-building activities, and ensuring that project outputs meet high-quality standards. The position demands a proactive approach to problem-solving and the ability to adapt to changing circumstances while maintaining a focus on achieving project goals.

Duties and Responsibilities:
The Programme Analyst will have a diverse set of responsibilities, including: coordinating project planning and implementation, developing and monitoring workplans and budgets, managing day-to-day project activities, providing technical advice and support, coordinating capacity strengthening activities, fostering partnerships with stakeholders, preparing substantive briefs on cooperation opportunities, monitoring and reporting on project progress, conducting field visits, liaising with finance and operations teams, preparing reports for donors and government, organizing consultations and workshops, and promoting knowledge sharing and advocacy. The analyst will also be expected to identify best practices and lessons learned from project implementation and contribute to knowledge networks related to the thematic areas of focus.

Required Qualifications:
Candidates must possess a strong understanding of HIV key population issues and LGBTI+ rights, particularly in the African context. They should have experience working with various stakeholders, including government entities and civil society organizations. Proven organizational skills and the ability to manage multi-country events are essential. Familiarity with public health or human rights research and documentation is also required. Proficiency in Microsoft Office is mandatory, and experience with project management software is desirable. Candidates should demonstrate a commitment to the principles of diversity and inclusion, as well as the ability to engage effectively with a wide range of partners.

Educational Background:
An advanced university degree (master’s degree or equivalent) in Public Health, Development Studies, Communications, or related fields is required. Alternatively, a first-level university degree (bachelor’s degree) in the aforementioned areas, combined with an additional two years of qualifying experience, will be considered in lieu of the advanced degree. This educational background is crucial for understanding the complexities of the issues the Programme Analyst will address.

Experience:
The position requires a minimum of 2 years of relevant experience for candidates with a master’s degree or 4 years for those with a bachelor’s degree. This experience should include direct engagement with HIV/key population issues and LGBTI+ rights in Africa. Candidates should have a proven track record of working with stakeholders from various sectors and demonstrate experience in organizing multi-country events and conducting relevant research.

Languages:
Fluency in written and spoken English is required for this position. Proficiency in additional languages may be considered an asset, particularly if they are relevant to the regions in which the projects are implemented.

Additional Notes:
The Programme Analyst will be supervised by the Manager of the UNDP Hub on LGBTI+ and Key Populations in Pretoria, with a secondary reporting line to the Governance Programme Manager in UNDP’s South Africa country office.
