Job Overview:
The Supply Chain Officer position is crucial for facilitating resilient emergency response systems in the Caribbean region. The role involves collaborating with the Caribbean Disaster Emergency Management Agency (CDEMA) and member states to employ advanced logistics solutions and analytics aimed at optimizing supply chain operations. The officer will be responsible for designing supply chain dashboards and advanced analytics products that support operational decision-making based on the CDEMA Logistics System (CLS) information. This includes managing stocks, lead times, capacities, and alerts on potential shortages. The officer will also co-lead a regional supply chain data working group, promoting data-driven decision-making and formalizing data sharing and analysis procedures among stakeholders. The ultimate goal is to empower governments with timely insights and evidence-based strategies to enhance the efficiency and effectiveness of their emergency response efforts.

Duties and Responsibilities:
The Supply Chain Officer will report to the Supply Chain Officer (Planning and Optimization Lead) and will be responsible for a variety of tasks, including:
  • Supporting CDEMA and National Governments in designing supply chain dashboards and advanced analytics products based on CLS information.
  • Co-leading a regional supply chain data working group with CDEMA and national governments to promote data-driven decisions.
  • Designing standard operating procedures (SOPs) and procedures for data sharing and analysis among stakeholders.
  • Creating relevant indicators and documenting methodologies for dissemination of reports.
  • Demonstrating the value of data-driven decisions through analytics to identify improvements in efficiency and effectiveness.
  • Preparing in-depth quantitative analyses for operational and strategic decision-making.
  • Performing 'what-if' scenario analyses to address ad-hoc issues and emergencies.
  • Simulating common supply chain shocks to identify constraints and drive preventative actions.
  • Maintaining and improving existing data analysis methodologies based on stakeholder insights. 1
  • Supporting improvements in sourcing and delivery planning methods and tools. 1
  • Promoting best practices in operations management and analytics, strengthening the capacity of CDEMA and national governments. 1
  • Providing technical training to analysts within CDEMA's internal analytical cell to ensure sustainability of initiatives. 1
  • Collaborating with the CLS Development Team to define new requirements and facilitate user feedback for system enhancements. 1
  • Deploying to emergencies within the region as required to support WFP efforts.

Required Qualifications:
Candidates must possess a Master’s Degree or equivalent in Industrial Engineering, Data Science, Operations Research, Supply Chain Management, or a related field. Additionally, candidates should have 3-5 years of work experience in data analytics or operations research for supply chains, including statistics, supply chain network optimization, development of KPIs, and visualization dashboards. Experience in consultancy-type activities such as business analysis, process mapping, and data transformation is also required. Proficiency in data integration and visualization tools, particularly Tableau and/or Power BI, is essential. Experience in defining business requirements for systems and involvement in system rollouts is preferred, along with prior experience in supply chain-related industries and working with government or humanitarian agencies.

Educational Background:
The educational background required for this position includes a Master’s Degree or equivalent in fields such as Industrial Engineering, Data Science, Operations Research, Supply Chain Management, or related disciplines. This advanced education is crucial for understanding complex supply chain dynamics and analytics.

Experience:
The position requires candidates to have 3-5 years of relevant work experience. This experience should encompass data analytics and operations research specifically related to supply chains, including statistical analysis, optimization of supply chain networks, and the development of key performance indicators (KPIs) and visualization dashboards. Candidates should also have experience in consultancy-type activities, which involve business analysis, process mapping, and presenting findings to senior management. Familiarity with data integration and visualization tools, particularly Tableau and/or Power BI, is highly desirable, as is experience in defining business requirements for systems and participating in system rollouts.

Languages:
Fluency in English is mandatory for this position. Additionally, a working knowledge of the Dutch language would be considered an asset, enhancing communication capabilities within the diverse Caribbean context.

Additional Notes:
This position is classified as a Short Term, Full Time consultancy role with a contract duration of 11 months. The duty station is located in Bridgetown, Barbados. WFP offers a competitive compensation package that is determined based on the Terms of Reference and the selected candidate's qualifications and experience. The role may require travel regionally and internationally to support missions, emergency responses, and training, necessitating full medical clearance.
