Job Overview: The position of Asistente de Programas SC-5 (Manejo de Alimentos) involves specialized and standardized activities related to food transfer modalities within the framework of WFP's Strategic Plan in Cuba. The role is crucial in both emergency contexts and regular operations, ensuring alignment with broader program policies and guidelines. The incumbent will support project management and assist the country office in food assistance based on identified needs and available resources. This includes adhering to established goals, targeting criteria, distribution guidelines, and applying WFP's policies and procedures. The position also requires the collection and analysis of data, timely reporting, and collaboration with various technical units within the office to ensure effective implementation of ongoing operations. The role is integral to maintaining the operational efficiency of food assistance programs and ensuring that humanitarian aid reaches those in need promptly and effectively.
Duties and Responsibilities:
Conduct specialized and standardized activities within the technical and operational sphere of food management in line with WFP's Strategic Plan in Cuba, particularly in emergency contexts or regular operations, ensuring alignment with broader program policies and guidelines.
Provide support for project management and assist the country office in food assistance based on identified needs and available resources, considering established goals, targeting criteria, distribution guidelines, and applying WFP's policies and procedures.
Support the collection and analysis of data and the preparation of reports (e.g., on food assistance needs, food balances, destinations, locations, resource utilization, reconciliations, and follow-up actions) to sustain timely operational decision-making.
Ensure meticulous and timely tracking and recording of information/data within the technical and operational sphere of the corresponding activity, applying corporate standards and guidelines.
Collaborate and exchange information with various technical units within the office as appropriate (e.g., Emergency Preparedness and Response, social protection, Nutrition, Monitoring and Evaluation, budget programming, supply chain, resource mobilization, communication, etc.) and with implementing partners to support effective collaboration and implementation of ongoing operational activities and contribute to the proper execution of food assistance and resolution of operational issues.
Support communication activities with key stakeholders in the implementation of food assistance programs, including relevant local and national institutions and authorities, communities, and cooperation partners.
Serve as a point of contact for resolving general inquiries regarding operations and, if necessary, seek assistance.
Follow standard emergency preparedness practices to ensure that WFP is ready to respond immediately and send necessary resources to affected areas at the onset of a crisis.
Assist programmatic operations to contribute to the effectiveness and efficiency of the implementation of the food transfer modality in coordination with national counterparts, in accordance with the guidelines for managing food donated by WFP. 1
Support the development of analyses, modeling, and operational reports that contribute to the planning of food assistance and allow for the assessment of effectiveness, efficiency, and quality of implementation, generating useful evidence for strategic and programmatic decision-making. 1
Accompany and support the monitoring of food assistance implementation on the ground, including food stocks, movements, and distributions, as well as processes associated with the pre-positioning strategy in the country and periodic reconciliations. 1
Assist and support in the design and implementation of tools and training for food management during reception, storage, and transfers, and to maintain updated tracking of geographical locations. 1
Other duties as required in the scope of implementing the food transfer modality in the country context.
Required Qualifications:
Completion of secondary education. A technical or university education certificate in the relevant functional area is desirable.
Five years of experience in the relevant functional area.
Proficiency in spoken and written Spanish is required. Intermediate English is desirable.
Experience facilitating processes with technical teams (e.g., nutrition, vulnerability analysis and mapping (VAM), budget programming, etc.) is desirable.
Experience contributing to the implementation of programs is desirable.
Experience participating in policy discussions as an observer or assisting in organizing them is desirable.
Educational Background: The minimum educational requirement for this position is the completion of secondary education. However, candidates with a technical or university education certificate in a relevant functional area will be given preference. This educational background is essential for understanding the complexities of food management and assistance programs.
Experience: Candidates must have a minimum of five years of experience in a relevant functional area. This experience should demonstrate a solid understanding of food assistance programs and the ability to work effectively in humanitarian contexts. Experience in project management, data analysis, and collaboration with various stakeholders is highly valued.
Languages: Proficiency in Spanish, both spoken and written, is mandatory for this position. Additionally, having an intermediate level of English is desirable, as it may facilitate communication with international colleagues and stakeholders.
Additional Notes: This position is classified as a Service Contract SC-5 and is based in Havana, Cuba. The contract duration is for 12 months, with the possibility of extension based on organizational needs.
