Job Overview:
The Experienced Monitoring and Evaluation Officer position at NRC is designed for individuals who are passionate about humanitarian work and have a strong background in monitoring and evaluation. The officer will be responsible for ensuring that NRC's policies, handbooks, procedures, and guidelines are adhered to in all monitoring and evaluation activities. This role involves supporting the timely implementation of Monitoring, Evaluation, and Learning (MEL) activities, ensuring compliance with NRC standards, and collaborating closely with technical officers and assistants. The officer will also contribute to the development and implementation of M&E systems and tools, ensuring that all activities align with NRC’s Safe and Inclusive Programming (SIP) guidelines. The position requires a proactive approach to data collection, management, and reporting, as well as the ability to conduct field visits to monitor project implementation effectively.

Duties and Responsibilities:
The duties and responsibilities of the Experienced Monitoring and Evaluation Officer include:
  • Ensuring adherence to NRC policies and guidelines in all M&E activities.
  • Supporting the implementation of M&E activities in collaboration with Core Competency technical officers.
  • Documenting M&E activities and ensuring compliance with NRC standards.
  • Developing data collection methodologies and tools, and assisting in data collection as needed.
  • Collaborating with partners to plan and implement assessments, baseline studies, and outcome monitoring.
  • Supporting the digitalization of data collection tools and managing electronic data warehousing.
  • Conducting field monitoring visits to ensure activities are implemented as planned.
  • Reporting monitoring data in a timely manner for quality checks and submission to relevant program staff.
  • Supporting capacity building for NRC partners and field data collectors. 1
  • Supervising distributions and conducting post-distribution monitoring activities.

Required Qualifications:
The position requires the following qualifications:
  • At least 2 years of experience in an international NGO, preferably in emergency or post-conflict settings.
  • Knowledge of principles and current approaches to monitoring and evaluation in relief and development programs, utilizing both quantitative and qualitative methods.
  • Proficiency in computer skills, including MS Office applications (Word, Excel, Outlook).
  • Familiarity with project cycle management and its related skills.
  • Strong communication and interpersonal skills, with a focus on teamwork and cultural sensitivity.
  • Approachable, trustworthy, and able to maintain confidentiality.
  • Strong leadership and analytical skills, with experience in data visualization software being a plus.

Educational Background:
Candidates for the Experienced Monitoring and Evaluation Officer position should possess a relevant educational background, typically a degree in social sciences, statistics, or a related field. Advanced degrees or certifications in monitoring and evaluation, project management, or humanitarian studies may be advantageous.

Experience:
The role requires a minimum of 2 years of relevant experience in monitoring and evaluation within an international NGO context, particularly in emergency or post-conflict environments. Candidates should demonstrate a solid understanding of M&E principles and practices, as well as experience in data management and analysis.

Languages:
Proficiency in English is mandatory, including speaking, reading, and writing skills. Knowledge of additional languages may be considered an asset, particularly in regions where NRC operates.
