Job Overview:
The Movement Operations Associate plays a crucial role in the IOM's movement operations, which encompass various stages of refugee resettlement, relocation, humanitarian admissions, family reunification, voluntary repatriation, and other emergency humanitarian initiatives. This position requires the individual to undertake beneficiary-facing activities under the Field Support and Data Processing Pillar, ensuring that beneficiaries are assisted safely and appropriately throughout their journey. The associate will coordinate field support activities with relevant units and service providers, ensuring that vulnerable individuals receive the necessary assistance during their transit. The role also involves monitoring and guiding Movement Operations Assistants, providing support during extended periods, and ensuring that all operations adhere to IOM's standards and policies. The associate will be responsible for maintaining data integrity, reporting issues, and providing selection mission support, including interpretation services when necessary.
Duties and Responsibilities:
The Movement Operations Associate will be responsible for a wide range of duties, including but not limited to: undertaking beneficiary-facing activities related to refugee resettlement and humanitarian admissions; coordinating field support activities with relevant units and service providers; ensuring the safe and appropriate movement of beneficiaries; assisting in the provision of food and essential items; collaborating with IOM units to meet established quality standards; handling sensitive cases in accordance with IOM policies; processing travel documents and exit permits; entering and updating data in relevant systems; providing selection mission support and interpretation services; maintaining confidentiality and integrity of paperwork; and reporting any non-compliance to supervisors. The associate may also be required to undertake duty travel for meetings, training, and pre-departure assistance as needed.
Required Qualifications:
Candidates must possess a High School diploma with five years of relevant experience, or a Bachelor’s degree in Social Science, International Relations, Regional Studies, or a related field from an accredited institution with three years of relevant professional experience. Accredited universities are those listed in the UNESCO World Higher Education Database. Additionally, candidates should have prior experience in Movement Operations, transportation-related management, and programs that include a movement operations component, particularly in resettlement programs. Experience in communicating with beneficiaries and familiarity with Movement Operations-related databases and systems is highly advantageous. Candidates should also demonstrate knowledge in handling sensitive information and personal data, as well as experience in guiding and leading junior staff members.
Educational Background:
The educational background required for this position includes a High School diploma with five years of relevant experience or a Bachelor’s degree in a relevant field such as Social Science, International Relations, or Regional Studies. The degree must be from an accredited academic institution, as recognized by the UNESCO World Higher Education Database. This educational foundation is essential for understanding the complexities of migration operations and the associated humanitarian context.

The position requires candidates to have a significant level of experience, specifically five years of relevant experience with a High School diploma or three years with a Bachelor’s degree. Candidates should have prior experience in Movement Operations, particularly in transportation-related roles and management. Experience in programs that include a movement operations component, especially in resettlement programs, is crucial. Additionally, candidates should have experience in communicating effectively with beneficiaries and familiarity with Movement Operations-related databases and systems, which is considered a strong advantage. Demonstrated knowledge in handling sensitive information and personal data is also required, along with experience in guiding and leading junior staff members.
Languages:
Fluency in one of IOM’s official languages—English, French, or Spanish—is mandatory for all staff members. For this specific position, fluency in English is required, both oral and written. Proficiency in the required language(s) will be evaluated during the selection process, which may include written and/or oral assessments. Additional Notes:
The position is subject to local recruitment, meaning that only candidates holding a valid residence and work permit for Cuba will be considered. Any offer made to the candidate is contingent upon funding confirmation. The selection process may also be used to fill similar positions in various duty stations, and recommended candidates will remain eligible for appointment in a similar position for a period of 24 months. The appointment will be subject to certification of medical fitness, verification of residency, visa, and necessary authorizations by the concerned government, where applicable.
