Job Overview:
The Líder de Equipo ICLA position is crucial for leading the implementation of Information, Orientation, and Legal Assistance (ICLA) projects in the Nororiente area of Colombia. The role requires a combination of technical competencies and cost-efficient management to ensure the successful execution of project activities. The leader will oversee a project team at the field office level, manage personnel, implement action plans, and ensure compliance with NRC policies and guidelines. The position also involves engaging with local authorities and stakeholders, promoting the rights of internally displaced persons, and exploring innovative ways to assist beneficiaries. The leader will be responsible for preparing periodic progress reports and ensuring the capacity development of project staff.
Duties and Responsibilities:
The duties and responsibilities of the Líder de Equipo ICLA include: managing the project team, implementing ICLA project action plans, monitoring daily progress, ensuring compliance with NRC policies, and promoting technical improvements. Specific responsibilities include organizing and implementing programmatic activities, ensuring quality technical implementation, monitoring financial expenditures, training and supporting project staff, generating and analyzing information on the needs of internally displaced persons, supervising the delivery of products by consultants, and documenting technical improvements. The leader will also support project formulation for donors, ensure timely completion of beneficiary databases, compile and submit programmatic information, and identify initiatives in coordination with other organizations. Additionally, the leader will plan and conduct necessary workshops and training sessions for public officials and beneficiaries.
Required Qualifications:
Candidates must possess a minimum of three years of relevant work experience in humanitarian contexts, with documented results related to the responsibilities of the position. They should have a strong understanding of their leadership skills and fluency in English, both written and verbal. Specific qualifications include a professional background in law, proven experience in human rights advocacy, knowledge of national and international legal frameworks for protecting vulnerable populations, and experience in social projects and fieldwork with vulnerable groups. Familiarity with Colombia's context and the situation of individuals needing international protection is essential, along with experience in access to housing, land, and property rights. Proficiency in Office tools (Word, Excel, PowerPoint) is also required.
Educational Background:
A professional degree in law is required for this position, with a focus on human rights, humanitarian law, or related fields. Candidates should have a solid understanding of the legal frameworks governing the rights of refugees and internally displaced persons, as well as relevant national laws such as Law 1448 of 2011 and Law 2421 of 2024.
Experience:
Candidates should have a minimum of three years of experience in similar roles within humanitarian contexts, with a proven track record of managing personnel and leading projects. Experience in complex and volatile environments is essential, as well as familiarity with the challenges faced by vulnerable populations in Colombia. A minimum of two years of experience in access to housing, land, and property rights is also required.
Languages:
Fluency in English is mandatory, both written and verbal. Knowledge of Spanish is essential, as the position is based in Colombia and requires communication with local stakeholders and beneficiaries. Additional languages may be considered an asset but are not mandatory.

The position is a full-time role under a labor contract for a specific project, with a monthly salary based on NRC's national salary scale, ranging from 4,800,000 to 5,000,000 COP depending on the specific grade of the vacancy.
