Job Overview:
The Programme Policy Officer (M&E) position at WFP involves supporting the development and implementation of Monitoring, Review, and Evaluation (M&E) Plans that align with WFP's corporate standards. The officer will coordinate monitoring activities, manage decentralized evaluations, and support thematic and mid-term reviews. The position is based in Bahir Dar, Ethiopia, and is expected to last for twelve months.

Educational Background:
Candidates must possess an advanced university degree in social sciences, statistics, development economics, performance management, monitoring and evaluation, or other related fields. Alternatively, a first university degree is acceptable if accompanied by additional years of relevant work experience and/or training/courses in the field.
Experience:
The position requires at least one year of relevant professional work experience in monitoring and evaluation activities for candidates with an advanced degree. For those with a first university degree, a minimum of three years of professional-level postgraduate experience in similar fields is necessary. Experience in utilizing various quantitative and qualitative analytical tools and methods is also essential.
Languages:
Fluency in both oral and written communication in English and Amharic is mandatory for this position. Proficiency in additional languages may be considered an asset but is not required.

The position is a Service Contract at Level 8, with a duration of twelve months. - Developing and providing inputs for Monitoring, Review, and Evaluation plans that align with the Country Strategic Plan (CSP) and WFP's global and regional plans.
- Budgeting for M&E costs and advocating for appropriate financial and human resources.
- Contributing to evidence-based decision-making through monitoring, reviewing, and evaluating findings.
- Supporting WFP management in addressing recommendations from evaluations and ensuring follow-up actions are taken.
- Building M&E capacity among WFP staff and partners through training and information sharing.
- Managing junior staff members to enable high performance.
- Integrating protection and gender perspectives in all areas of work.
- Supporting the development of a Theory of Change during the CSP design stage.
- Ensuring compliance with corporate standards for monitoring systems and tools. 1
- Drafting regular monitoring reports and contributing to data analysis. 1
- Managing or supporting decentralized evaluations and engaging stakeholders in the evaluation process. 1
- Supporting centralized evaluations and joint UNDAF evaluations as required.
Required Qualifications:
