Job Overview:
The Monitoring and Evaluation Specialist will play a crucial role in the implementation of the KOICA funded Multidimensional Child Protection project, which spans from 2025 to 202
  • This project aims to enhance services for vulnerable children in areas such as Education, WASH (Water, Sanitation, and Hygiene), Birth Registration, and Child Protection. The specialist will be based in the Bertoua field office and will work under the supervision of the Chief of Field Office. The primary responsibilities include developing and implementing a robust monitoring and evaluation system to track project results, assisting in data collection and analysis, and ensuring that project activities align with approved proposals. The specialist will also contribute to the preparation of progress reports and support capacity building efforts for monitoring and evaluation staff. This position requires a proactive approach to identifying strategies for improving project efficiency and effectiveness, as well as collaboration with various stakeholders to ensure successful project outcomes.

Duties and Responsibilities:
The incumbent will be responsible for a comprehensive set of duties, including:
  • Assisting with the monitoring and reporting of project activities.
  • Developing and implementing a monitoring and evaluation system to track project results at various levels.
  • Collecting, analyzing, and managing data and information related to project performance.
  • Creating and maintaining a database for project performance indicators and tracking progress.
  • Ensuring alignment of work plans and performance management plans with approved proposals.
  • Suggesting strategies for improving project efficiency and effectiveness.
  • Preparing project progress reports, including quarterly and annual reports.
  • Contributing to the preparation of reports on findings and lessons learned.
  • Supporting the planning and organization of field missions and meetings with stakeholders. 1
  • Reviewing monthly progress reports from partners and ensuring evidence is provided to support the information. 1
  • Preparing Issues Log and Risk Log for the project. 1
  • Ensuring data collected includes performance measures for Gender and Social Inclusion. 1
  • Supporting capacity building and training of M&E support staff. 1
  • Actively participating in office meetings and discussions related to M&E and other topics.

Required Qualifications:
Candidates must possess an advanced university degree in social sciences, statistics, development, international relations, economics, planning, or related fields. Additionally, a minimum of 5 years of experience in program planning, development, implementation, and Monitoring, Evaluation, Accountability, Reporting, and Learning (MEAL) is required. Candidates should demonstrate a strong understanding of project management and evaluation methodologies, as well as the ability to work collaboratively with diverse stakeholders.

Educational Background:
The position requires an advanced university degree in relevant fields such as social sciences, statistics, development, international relations, economics, or planning. This educational background is essential for understanding the complexities of child protection and development issues, as well as for effectively analyzing data and implementing monitoring and evaluation systems.

Experience:
The ideal candidate should have at least 5 years of relevant work experience in program planning, development, and implementation, specifically in the areas of Monitoring, Evaluation, Accountability, Reporting, and Learning (MEAL). Experience in developing countries and familiarity with emergency contexts are desirable. Additionally, experience working with KOICA or knowledge of KOICA-funded program procedures will be advantageous. Candidates with experience in international development organizations, particularly within the UN system, will be preferred.

Languages:
Fluency in English is a mandatory requirement for this position. Knowledge of another official UN language is considered an asset. Given the nature of the role and the need for coordination with Korean authorities, knowledge of the Korean language is also viewed as a valuable addition. Furthermore, advanced language skills in French or the ability to quickly improve in French will be beneficial, as the East region of Cameroon is predominantly French-speaking.
