Job Overview:
The position of Assistant(e) aux opérations ETC involves supporting the coordination and implementation of the Emergency Telecommunications Cluster (ETC) project in Tahoua, Niger. The role is crucial in bridging the digital divide and addressing information and technology gaps faced by communities in the Sahel region. The Assistant will work under the general supervision of the Chief of TEC and the support of the Chief of the Tahoua sub-office. The primary focus will be on assisting in the delivery of various services, including the establishment of a community center that provides internet access, charging stations, and training on Microsoft Office applications. The long-term goal is to enhance the digital skills of the communities, thereby improving their livelihoods and resilience against future shocks and stresses. The Assistant will also be responsible for ensuring that the services provided meet quality standards and are delivered on time, contributing to the overall success of the project.
Duties and Responsibilities:
The Assistant(e) aux opérations ETC will carry out a range of responsibilities, including but not limited to: assisting in the coordination and implementation of the project in Tahoua; supervising daily activities of contracted service providers and ensuring compliance with agreed contracts; collaborating closely with partners to ensure quality service delivery; producing regular reports on project progress and challenges; participating in meetings with TEC CO and the Tahoua sub-office; monitoring and evaluating services provided by the community center; conducting user satisfaction surveys and proposing improvements; ensuring timely updates of information management systems; raising awareness among target communities about the ETC community center and its services; representing the ETC in meetings as required; and performing any other tasks as needed. The Assistant will also be expected to contribute to the development and implementation of a sustainable exit strategy for the project.
Required Qualifications:
Candidates must possess a university degree in Information Technology or a related field. Proven training or experience in project management, construction work, electrical installation, and administrative tasks is considered an asset. Additionally, candidates should demonstrate strong planning and organizational skills, the ability to work harmoniously with diverse individuals, problem-solving capabilities, and excellent time management skills. Proficiency in Microsoft Office is essential, and creativity in presenting information through various communication means is highly valued.
Educational Background:
A university degree in Information Technology or a related field is required for this position. Additional training or experience in project management, construction, electrical installation, and administrative tasks will be advantageous and may enhance a candidate's application.
Experience:
Candidates should have at least three years of progressively responsible professional experience in the field of ICT, project management, and administrative functions. Experience working with humanitarian agencies (NGOs and/or UN agencies) in humanitarian service delivery or direct project implementation is desirable and will be beneficial for applicants.
Languages:
Fluency in spoken and written French is mandatory for this position. A good knowledge of English is desirable and will be considered an asset, as it may facilitate communication in a multicultural work environment and enhance collaboration with international partners.
