Job Overview:
The Technical Support Officer for the ICLA (Information, Counseling, and Legal Assistance) program plays a crucial role in providing support services to the municipal authorities in prioritized municipalities. The primary objective of this position is to technically assist the municipal offices in fulfilling their responsibilities related to the promotion, guidance, and support of individuals served by NRC, including victims of internal armed conflict, migrants, and refugees in need of international protection. The officer will be responsible for implementing the ICLA project portfolio according to the action plan, developing and maintaining knowledge of ICLA competencies in the area of work, and ensuring effective organization and execution of tasks according to established priorities and standards. The role requires initiative in problem-solving, adherence to NRC policies, and the ability to promote and share ideas to strengthen support functions.

Duties and Responsibilities:
The Technical Support Officer will have a wide range of responsibilities, including but not limited to: supporting the implementation of the ICLA project portfolio in accordance with the action plan; providing technical support to municipal offices and local actors to enhance their capacity to assist, guide, and promote the rights of affected individuals; implementing legal tools and access routes to rights; identifying administrative barriers affecting the target population; facilitating workshops and orientation sessions; accompanying and following up on assigned cases; applying monitoring and reporting tools; participating in inter-institutional missions; and performing other tasks as assigned by supervision. The officer will also be responsible for ensuring proper documentation and compliance with NRC policies and procedures.

Required Qualifications:
Candidates must possess a minimum of one year of work experience in humanitarian aid contexts, with knowledge and experience in the relevant technical field. Previous experience in complex and changing environments is essential, along with proven experience related to the responsibilities of the position. Candidates should have some knowledge of the English language. Specific skills and knowledge required include being a university student in the final semesters or a recent graduate in Law or social sciences, experience in providing information, guidance, and legal assistance, and at least six months of experience in defending the rights of vulnerable populations, including victims of armed conflict and refugees. Familiarity with international protection issues, refugee status, migration regulations, and relevant Colombian laws is also required.

Educational Background:
The ideal candidate should have a background in Law or social sciences, preferably with a degree or in the final stages of their university education. Relevant qualifications in humanitarian law, human rights, or related fields will be considered an asset. Candidates should demonstrate a strong understanding of the legal frameworks governing the rights of refugees and internally displaced persons.

Experience:
The position requires at least one year of relevant work experience in humanitarian contexts, with a focus on legal assistance and advocacy for vulnerable populations. Candidates should have experience working in complex environments and demonstrate a proven track record in roles that involve direct interaction with affected communities and legal frameworks.

Languages:
Proficiency in Spanish is mandatory, as it is the primary language of communication in the role. Knowledge of English is considered an asset, as it may facilitate communication with international stakeholders and enhance the candidate's ability to access additional resources and training opportunities.

Additional Notes:
The contract will be established as a labor contract for work or labor, in accordance with Colombian labor legislation, with a monthly payment based on NRC's salary scale in Colombia. Salaries for new employees will range between 1,900,000 and 2,100,000 Colombian pesos, depending on the specific grade of the vacancy.
