Job Overview:
The Technical Support Officer for the ICLA (Information, Counseling, and Legal Assistance) program plays a crucial role in providing technical support to municipal authorities in prioritized municipalities. The primary objective of this position is to enhance the capacity of local actors to promote, guide, and assist individuals affected by armed conflict, migrants, refugees, and other populations in need of international protection. The officer will be responsible for implementing the ICLA project portfolio in accordance with the action plan, ensuring effective knowledge management within the area of work, and adhering to NRC's policies and procedures. This role requires a proactive approach to problem-solving and the ability to manage documentation effectively, while also promoting ideas to strengthen support functions.

Duties and Responsibilities:
The duties and responsibilities of the Technical Support Officer include:
  • Supporting the implementation of the ICLA project portfolio in line with the action plan.
  • Developing and maintaining expertise in ICLA competencies relevant to the area of assistance.
  • Organizing and executing tasks according to established priorities and standards.
  • Proactively resolving daily issues in accordance with agreed procedures.
  • Ensuring proper documentation and filing of relevant documents.
  • Providing technical support to municipal authorities and local actors to enhance their capacity to assist affected populations.
  • Supporting the implementation of legal tools and access routes to rights.
  • Identifying administrative barriers affecting the target population.
  • Facilitating workshops and orientation sessions to promote effective access to rights and comprehensive protection. 1
  • Accompanying and following up on assigned cases, escalating those requiring further guidance. 1
  • Applying monitoring and reporting tools to collect and analyze qualitative and quantitative information relevant to project management. 1
  • Participating in inter-institutional missions and supporting the characterization processes of the target population in prioritized territories. 1
  • Performing other tasks as assigned by supervision based on project needs.

Required Qualifications:
The ideal candidate for the Technical Support Officer position should possess the following qualifications:
  • A minimum of one year of work experience in humanitarian assistance contexts.
  • Relevant technical knowledge and ideally a professional qualification in a related field.
  • Previous experience in complex and changing environments.
  • Proven experience related to the responsibilities of the position.
  • Basic knowledge of the English language.
  • University student in the final semesters or recent graduate in Law, Social Sciences, or related fields.
  • Experience in providing information, guidance, and legal assistance.
  • Six months of experience in defending the rights of vulnerable populations, including victims of armed conflict and refugees/migrants, in humanitarian and/or social contexts.
  • Proven knowledge and experience in using Office software and databases. 1
  • Demonstrated knowledge of international protection issues, refugee status, migration regulations, and relevant Colombian laws and decrees.

Educational Background:
Candidates should have a university degree in Law, Social Sciences, or a related field. Those who are in the final semesters of their studies or have recently graduated are encouraged to apply. A strong academic background in human rights, international humanitarian law, and relevant legal frameworks is highly desirable.

Experience:
Candidates should have at least one year of relevant work experience in humanitarian assistance contexts, with a focus on legal assistance and advocacy for vulnerable populations. Experience in complex and changing environments is essential, as is familiarity with the specific challenges faced by refugees and internally displaced persons.

Languages:
Proficiency in Spanish is mandatory, as it is the primary language of communication in the role. Basic knowledge of English is considered an asset, as it may facilitate communication with international stakeholders and enhance the candidate's ability to engage with diverse populations.

Additional Notes:
The position is offered under a labor contract for a specific project, in accordance with Colombian labor legislation. The salary will be determined based on NRC's national salary scale, ranging from 1,900,000 to 2,100,000 Colombian pesos, depending on the specific grade of the vacancy.
