Job Overview:
The Technical Support Officer for the ICLA (Information, Counseling, and Legal Assistance) program is responsible for providing essential support services to the municipal authorities in prioritized municipalities. This role involves technical assistance to ensure that the NRC can effectively promote, guide, and assist individuals who are victims of internal armed conflict, migrants, refugees, and stateless persons in need of international protection. The officer will be expected to implement the ICLA project portfolio according to the action plan, develop a thorough understanding of ICLA competencies, and ensure compliance with NRC policies and procedures. The position requires proactive problem-solving skills and the ability to manage documentation effectively while promoting ideas to enhance support functions.
Duties and Responsibilities:
The duties and responsibilities of the Technical Support Officer include but are not limited to: supporting the implementation of the ICLA project portfolio in line with the action plan; developing and maintaining knowledge of ICLA competencies in the relevant work area; organizing and executing tasks according to established priorities and standards; taking initiative in resolving daily problems following agreed procedures; ensuring proper documentation and filing of records; providing technical support to municipal authorities and local actors to enhance their capacity to assist and promote the rights of affected populations; implementing legal tools and pathways to access rights; identifying administrative barriers affecting the target population; facilitating workshops and orientation sessions; monitoring and reporting on assigned cases; participating in inter-institutional missions; and performing any other tasks assigned by supervisors as needed.
Required Qualifications:
Candidates must possess a minimum of one year of work experience in humanitarian aid contexts, with relevant technical knowledge and ideally a professional qualification in a related field. Previous experience in complex and changing environments is essential, along with demonstrable experience related to the responsibilities of the position. Knowledge of English is a plus. Candidates should also have experience in providing information, guidance, and legal assistance, particularly concerning the rights of vulnerable populations, including victims of armed conflict and refugees. Familiarity with international protection issues, refugee status, migration regulations, and relevant Colombian laws is crucial. Proficiency in Microsoft Office and database management is required, along with the ability to manage information and prepare reports effectively.
Educational Background:
The ideal candidate should be a university student in their final semesters or a recent graduate in Law, Social Sciences, or related fields. A strong academic background in these areas will be beneficial for understanding the legal frameworks and social issues relevant to the role.
Experience:
Candidates should have at least six months of experience related to the defense of the rights of vulnerable populations, particularly in humanitarian or social contexts. Experience in social projects and fieldwork with vulnerable populations is highly valued, as is knowledge of the local context and the ability to navigate complex social dynamics.
Languages:
Proficiency in Spanish is mandatory, and knowledge of English is considered an asset. Candidates who can communicate in additional languages relevant to the local context may have an advantage in this role.
Additional Notes:
The contract will be established as a labor contract for a specific project, in accordance with Colombian labor legislation, with monthly payments based on NRC's salary scale. Salaries for new employees range from 1,900,000 to 2,100,000 Colombian pesos, depending on the specific grade of the vacancy. NRC has limited salary negotiation capabilities.
