Job Overview:
The Technical Support Officer will play a crucial role in providing support to the ICLA (Information, Counselling, and Legal Assistance) competency. The primary objective of this position is to technically assist municipal authorities in prioritized municipalities to fulfill their roles in promoting, guiding, and assisting individuals served by NRC, including victims of armed conflict, migrants, and refugees in need of international protection. The officer will be responsible for implementing the ICLA project portfolio according to the action plan, developing knowledge in the ICLA competency area, and ensuring effective organization and execution of tasks based on established priorities and standards. The role requires initiative in problem-solving and adherence to NRC policies and procedures, ensuring that all actions align with the organization's values of dedication, innovation, integration, and accountability.

Educational Background:
The ideal candidate should have a university degree in Law, social sciences, or a related field. Candidates who are in their final semesters of study or have recently graduated are encouraged to apply. Experience:
The position requires a minimum of one year of relevant work experience in humanitarian assistance contexts. Candidates should have experience in providing legal assistance and support to vulnerable populations, particularly in areas affected by conflict and displacement. Experience in complex and changing environments is essential, as is familiarity with the specific challenges faced by refugees and internally displaced persons.
Languages:
Proficiency in Spanish is mandatory, as it is the primary language of communication in the role. Knowledge of English is considered an asset and will be beneficial for engaging with international stakeholders and resources.
Additional Notes:
The position is offered under a labor contract for a specific project, with a monthly salary ranging from $1,900,000 to $2,100,000, depending on the specific grade of the vacancy. NRC has limited salary negotiation capacity, and the contract will be governed by Colombian labor legislation. - Developing and maintaining knowledge of the ICLA competency in the area of work to enhance effectiveness.
- Organizing and executing tasks based on priorities and standards relevant to the role.
- Taking initiative in resolving daily problems according to agreed procedures and priorities.
- Ensuring proper filing of documents and promoting ideas to strengthen support functions.
- Providing technical support to municipal authorities and local actors to enhance their capacity to assist, guide, and promote the rights of affected individuals, migrants, and refugees.
- Supporting the implementation of legal tools and access routes to rights.
- Identifying administrative barriers affecting the target population.
- Facilitating workshops and orientation sessions, as well as inter-institutional coordination processes to promote effective access to rights and comprehensive protection. 1
- Following up on assigned cases and escalating those requiring higher-level guidance in coordination with the project team. 1
- Applying monitoring and reporting tools, ensuring the collection and analysis of relevant qualitative and quantitative information for project management. 1
- Participating in inter-institutional missions and supporting the characterization processes of the target population in prioritized territories. 1
- Performing other tasks assigned by supervision according to project needs.
Required Qualifications:
Candidates must possess the following qualifications:
- A minimum of one year of work experience in humanitarian assistance contexts.
- Knowledge and experience in the relevant technical field, ideally with a relevant professional qualification.
- Proven experience working in complex and changing environments.
- Demonstrable experience related to the responsibilities of the position.
- Some knowledge of the English language is preferred.
- University students in their final semesters or recent graduates in Law or social sciences and related fields.
- Experience in providing information, guidance, and legal assistance.
- Six months of experience in issues related to the defense of the rights of vulnerable populations, including victims of armed conflict and refugees and migrants, in humanitarian and/or social contexts.
- Proven knowledge and experience in using Office software and databases. 1
- Demonstrable knowledge in international protection issues, refugee status, migration regulations, and relevant Colombian decrees. 1
- Knowledge of human rights and international humanitarian law is essential. 1
- Knowledge of strategic litigation, the Inter-American Commission on Human Rights, and gender issues will be valued. 1
- Experience in social projects and fieldwork with vulnerable populations. 1
- Knowledge of the regional and national context. 1
- Demonstrated ability to manage information and prepare reports. 1
- Availability to travel.
