Job Overview:
The Support Services Officer will play a crucial role in providing technical support to the ICLA (Information, Counselling, and Legal Assistance) program. This position involves assisting municipal authorities in prioritized municipalities to fulfill their responsibilities in promoting, guiding, and assisting individuals served by NRC, including victims of armed conflict, migrants, and refugees in need of international protection. The officer will be expected to implement the project portfolio according to the action plan, develop and maintain knowledge of ICLA competencies in the area of work, and ensure effective organization and execution of tasks based on priorities and standards. The role requires initiative in problem-solving, adherence to NRC policies and procedures, and the ability to promote and share ideas to strengthen support functions. The officer will also be responsible for monitoring and reporting, ensuring the collection and analysis of relevant qualitative and quantitative information for project management.

Required Qualifications:
Candidates must possess a minimum of one year of work experience in humanitarian aid contexts, with knowledge and experience in the relevant technical field. Previous experience in complex and changing environments is essential, along with proven experience related to the responsibilities of the position. Candidates should have some knowledge of the English language, as well as specific skills and knowledge related to the context of the position. This includes being a university student in the final semesters or a recent graduate in Law, social sciences, or related fields. Experience in providing information, guidance, and legal assistance is required, along with at least six months of experience in defending the rights of vulnerable populations, including victims of armed conflict and refugees in humanitarian and social contexts. Knowledge of international protection issues, refugee status, migration regulations, and relevant Colombian laws is crucial, as well as familiarity with human rights and international humanitarian law.
Educational Background:
The educational background required for this position includes being a university student in the final semesters or a recent graduate in Law, social sciences, or related fields. Candidates should have a solid understanding of legal frameworks and social issues affecting vulnerable populations, particularly in the context of humanitarian assistance.
Experience:
Candidates should have at least one year of relevant work experience in humanitarian aid contexts, with a focus on legal assistance and support for vulnerable populations. Experience in complex and changing environments is highly valued, as well as proven experience related to the responsibilities of the position. Specific experience in defending the rights of vulnerable populations, including refugees and internally displaced persons, is essential.
Languages:
The mandatory language for this position is Spanish, as it is the primary language of communication in the region. The position is offered under a labor contract for a specific project, in accordance with Colombian labor legislation. The contract duration is determined by the project's needs, and the salary will be based on NRC's national salary scale, ranging from $1,900,000 to $2,100,000, depending on the specific grade of the vacancy. - Supporting the implementation of legal tools and pathways to access rights for the target population.
- Identifying administrative barriers affecting the target population and facilitating workshops and orientation sessions to promote effective access to rights and comprehensive protection.
- Accompanying and following up on assigned cases, escalating those requiring further guidance in coordination with the project team.
- Applying monitoring and reporting tools to ensure the collection and analysis of relevant information for project management.
- Participating in inter-institutional missions and supporting the characterization processes of the target population in prioritized territories.
