Job Overview:
The Procurement/Admin Associate plays a crucial role in the execution of procurement services within the Country Office (CO) of UNDP. Reporting to the Operations Analyst, this position is responsible for ensuring that procurement processes are effective, transparent, and adhere to UNDP regulations. The Associate will lead the Procurement/Admin Unit's support staff and promote a client-focused approach to procurement. This role requires collaboration with various stakeholders, including operations, program teams, vendors, and government officials, to provide advisory support and resolve procurement-related issues. The Associate will also be involved in implementing innovative procurement strategies that align with UNDP's mission and goals, ensuring that procurement activities contribute to the overall success of the organization.

Duties and Responsibilities:
  • Administer and support the implementation of sustainable procurement strategies that align with UNDP's principles of fairness and transparency. This includes ensuring compliance with procurement rules, establishing internal Standard Operating Procedures (SOPs), and managing workflows within the Procurement Unit.
  • Organize procurement processes for the CO and projects, including preparing and conducting Requests for Quotations (RFQs), Invitations to Bid (ITBs), or Requests for Proposals (RFPs). The Associate will monitor procurement plans and ensure adherence to UNDP regulations.
  • Implement sourcing strategies and e-procurement tools to optimize purchasing strategies and achieve best value in the marketplace.
  • Facilitate knowledge sharing and capacity building in procurement by organizing training sessions for staff and vendors.
  • Ensure effective administration and financial control within the office, including maintaining records, reviewing data integrity, and preparing inventory reports. The Associate will supervise support staff and ensure the efficient functioning of the Procurement/Admin Unit.

Required Qualifications:
Candidates must possess secondary education with specialized training in procurement. A university degree in Business Administration, Public Administration, Finance, or Economics is preferred but not mandatory. Additionally, candidates should have a minimum of 7 years of relevant administrative experience (or 4 years with a bachelor's degree) at both national and international levels, with at least 3 years in public sector procurement. Proficiency in office software and web-based management systems is required, and knowledge of IPSAS is advantageous. CIPS certification at level 3 or higher is highly desirable, with candidates expected to obtain it within one year if not already certified.

Educational Background:
The educational requirement for this position includes secondary education with specialized training in procurement. While a university degree in relevant fields such as Business Administration, Public Administration, Finance, or Economics is not mandatory, it is considered an asset and may enhance a candidate's application.

Experience:
The position requires a minimum of 7 years of progressively responsible administrative experience for candidates with a high school diploma, or 4 years for those with a bachelor's degree. Experience in managing public sector procurement of goods and services is particularly valuable, as is familiarity with computers and office software packages. Candidates should also have experience with ERP systems and knowledge of IPSAS, which would be beneficial for this role.

Languages:
Fluency in English is mandatory for this position. Knowledge of additional languages may be considered an asset, enhancing communication with diverse stakeholders and partners.
