The Displacement Tracking Matrix (DTM) is a tool developed by IOM to understand the movements, migration flows, and other specific aspects of populations and individuals on the move. IOM operates in numerous countries worldwide, focusing on various migration-related issues and providing support to both migrants and host communities.

Job Overview:
The Data Collection and Analysis Assistant will play a crucial role in supporting the humanitarian response by assisting in the collection, processing, and analysis of data related to displacement tracking. This position involves working under the general supervision of the Chief of Mission and the Program Manager, with direct supervision from the DTM Coordinator in Yaoundé. The selected candidate will be responsible for liaising with implementing partners, analyzing received data, and supporting the preparation of dashboards and narrative reports. Additionally, the role requires maintaining close coordination of data collection activities and ensuring compliance with deadlines. The assistant will also provide training and support to stakeholders on data collection methodologies and tools, contributing to the overall effectiveness of the IOM's emergency programs.

Duties and Responsibilities:
  • Assist in coordinating and implementing the collection, analysis, and dissemination of information in close collaboration with relevant stakeholders.
  • Supervise data collection processes and overall data management activities, including data entry, storage, transfer, processing, and analysis.
  • Provide training and support to relevant partners on data collection and analysis methodologies and tools.
  • Assist in designing, developing, and maintaining databases for IOM's emergency programs.
  • Help develop data collection tools, statistical reports, and maps.
  • Provide user support, guidelines/training materials, and training to stakeholders on the deployment, use, operation, and maintenance of databases and data collection systems.
  • Support the preparation and development of analytical tools and reports on displacement trends, needs assessments, and program activities using various program databases.
  • Enter data as necessary and clean all collected data to ensure relevance and integrity.
  • Liaise with implementing partners weekly to facilitate data collection integrity and continuity. 1
  • Conduct field visits to assess and support implementing partners. 1
  • Liaise with national administration and research institutes on data matters. 1
  • Perform any other tasks as assigned.

Required Qualifications:
  • University degree from an accredited institution in database management systems, engineering, data management and visualization, computer science, or a related field with three years of relevant professional experience.
  • Three years of experience in database development using one or more of the following tools: MS Access, Visual Basic, SQL Server.
  • Knowledge of GIS ARC or other mapping software.
  • Experience in information management, emergency humanitarian operations; managing and coordinating information flows, data management including collection, storage, processing, and analysis to generate information products.
  • Proven skills in statistical information analysis and data visualization.
  • Ability to formulate technical requirements and operating procedures related to Information Management.
  • Ability to translate planning specifications into technical notes for data entry and analysis, and vice versa.
  • Ability to compile and holistically analyze various datasets.
  • Experience in handling confidential data. 1
  • Demonstrated understanding of various data collection methodologies.

Educational Background:
A university degree from an accredited institution in database management systems, engineering, data management and visualization, computer science, or a related field is required. This educational background should be complemented by relevant professional experience, specifically in database development and data management.

Experience:
The position requires three years of experience in database development using tools such as MS Access, Visual Basic, and SQL Server. Candidates should also have experience in information management and emergency humanitarian operations, including managing information flows and data management processes. Proven skills in statistical analysis and data visualization are essential, along with the ability to handle confidential data and a demonstrated understanding of data collection methodologies.

Languages:
Proficiency in French and English is required (both oral and written). A practical knowledge of a local language is considered an advantage.
