Job Overview: The CBI (Cash-Based Intervention) Assistant plays a crucial role in supporting cash assistance activities within UNHCR. This position is supervised by a higher-grade CBI or Programme or Field staff member, who provides guidance and defines work processes. The assistant is responsible for maintaining relationships with other UNHCR units to ensure effective delivery of cash assistance to persons of concern (POC). The role involves liaising with operational partners and contractors, as well as performing various administrative and data management tasks related to cash assistance. The CBI Assistant is expected to contribute to the overall effectiveness of cash-based interventions by ensuring accurate record-keeping, monitoring expenditures, and preparing reports. Duties and Responsibilities: The CBI Assistant will have a diverse set of responsibilities, including:
Assisting in the maintenance of CBI payment records and monitoring systems to accurately record and reconcile expenditures, balances, payments, statements, and other data for daily transactions and reports.
Preparing recurring reports as scheduled and special reports as required by the supervisor.
Monitoring the implementation of UNHCR's cash-based interventions, including the delivery of assistance items, infrastructure monitoring, and conducting home visits.
Exporting and managing data related to cash assistance delivery to produce comprehensive reports.
Ensuring proper filing and record-keeping practices are followed.
Preparing background materials, working papers, and tables for briefing and review sessions.
Assisting in data collection and reporting activities to support program objectives.
Preparing routine correspondence and liaising with POC, assistance beneficiaries, and partners.
Directing incidents and problems to the supervisor when they cannot be resolved independently. 1
Supporting the identification and management of risks while seeking opportunities that impact objectives in the area of responsibility. 1
Performing other related duties as required by the supervisor.
Required Qualifications: The position requires the following qualifications:
For G4 level, a minimum of 1 year of relevant experience with a High School Diploma; or a Bachelor’s degree or equivalent higher education.
Essential computer skills, particularly in MS Office, and knowledge of database applications.
Desirable qualifications include knowledge of UNHCR programs and activities, completion of UNHCR learning programs, and specific training relevant to the functions of the position.
Experience in cash-based interventions is highly valued, along with good working experience in MS Excel, MS Access, and SQL.
Educational Background: Candidates must possess a High School Diploma or equivalent, with a Bachelor’s degree being preferred. Relevant fields of education include Business Administration and Political Science. Certifications in these areas are considered essential for the role, as they provide foundational knowledge necessary for effective performance in cash-based interventions.
Experience: The position requires at least 1 year of relevant experience in a similar role. Candidates should have practical experience in cash-based interventions, data management, and administrative support within humanitarian or development contexts. Familiarity with UNHCR's operational frameworks and cash assistance programs is advantageous.
Languages: For General Service jobs, knowledge of English is mandatory, along with proficiency in the UN working language of the duty station if it is not English. Knowledge of local languages is also beneficial. Candidates are expected to have an overall language ability of at least B2 level in the required languages, ensuring effective communication with beneficiaries and stakeholders.
