Job Overview: The position of Consultant(e) national (e) involves providing specialized technical support in monitoring and evaluation (M&E) for the implementation of the Food Systems Transformation project in Mauritania. The consultant will be responsible for defining a framework of multisectoral indicators for the national food system and establishing a national monitoring and evaluation system, including a decision-making dashboard. This role is crucial in supporting the Mauritanian government’s commitment to enhancing national capacities and institutional environments to accelerate sustainable food system transformation. The consultant will work closely with various stakeholders to ensure that the monitoring and evaluation framework aligns with national priorities and integrates various sectors such as agriculture, nutrition, climate, and trade. The overall objective is to strengthen planning, coordination, and governance of the food system transformation in Mauritania.
Duties and Responsibilities: The consultant will undertake several key responsibilities, including:
Developing a multisectoral indicator framework for the food system by analyzing existing strategic documents and policies, identifying relevant indicators, and structuring them for validation by stakeholders.
Establishing a national monitoring and evaluation framework for the food system, proposing institutional mechanisms for data collection and analysis, and contributing to the consolidation of existing indicators.
Designing a decision-making dashboard for monitoring the action plan of the food system roadmap, defining its functional architecture, identifying key indicators, and ensuring coherence with the national M&E framework.
Conducting training sessions for national institutions on data collection and M&E tools, and advocating for the use of generated evidence in strategic decision-making. The consultant will report to the Technical Multisectoral Committee and coordinate closely with UN partners and national institutions.
Required Qualifications: Candidates must possess a Master's degree or equivalent in statistics, monitoring and evaluation, economics, information systems, or a related field. They should have a minimum of five years of relevant professional experience in designing and implementing multisectoral monitoring and evaluation frameworks. Proven experience in information systems, dashboard design, and reporting tools is essential. Candidates should also have a good understanding of food systems, public policies, and multisectoral coordination mechanisms, as well as familiarity with indicators from the Comprehensive Africa Agriculture Development Programme (CAADP) and the Food Systems Countdown initiative. Experience working with public institutions and technical and financial partners in Africa is highly desirable.
Educational Background: A Master's degree or equivalent in a relevant field such as statistics, monitoring and evaluation, economics, or information systems is required for this position. This educational background is critical for understanding the complexities of food systems and the methodologies used in monitoring and evaluation.
Experience: The position requires a minimum of five years of professional experience in the field of monitoring and evaluation, particularly in designing and implementing frameworks that are multisectoral in nature. Candidates should have demonstrated experience in working with various stakeholders, including government institutions and international organizations, to develop effective monitoring and evaluation strategies.
Languages: Fluency in French is mandatory for this position, as it is the primary language of communication in Mauritania. Proficiency in English is desirable, and knowledge of Arabic is also considered a plus, as it may facilitate communication with a broader range of stakeholders.
Additional Notes: The contract type for this position is a Special Service Contract, with a duration of three months starting from July 202
The consultant will work under the supervision of the Ministry of Economic Affairs and Development and will be required to produce several deliverables, including a diagnostic report, a validated indicator framework, a national M&E framework, and a functional monitoring dashboard. A one-month warranty period post-delivery is mandatory, which includes corrective maintenance for any anomalies or defects. The position is full-time and may involve collaboration with various national and international partners.
