Job Overview: The HR & Admin Officer plays a crucial role in managing human resources and administrative tasks for the North-East Area Office of NRC. This position involves adhering to NRC policies and guidelines while implementing procedures and activities related to HR and administration. The officer is expected to organize and deliver tasks in line with priorities and standards, develop knowledge in their area of expertise, and use initiative for problem-solving. The role also includes preparing status reports, ensuring proper documentation, and maintaining confidentiality in HR processes. The HR & Admin Officer will be responsible for managing official correspondence, organizing meetings, scheduling appointments, and ensuring timely administrative support. This position is vital for maintaining the operational efficiency of the office and supporting the overall mission of NRC.
Duties and Responsibilities: The HR & Admin Officer will have a range of responsibilities including:
Adhering to NRC policies, tools, handbooks, and guidelines.
Implementing procedures and activities within their function as delegated.
Organizing and delivering tasks in line with priorities and standards.
Developing and maintaining knowledge of the specialist area of work.
Using initiative in problem-solving in line with agreed procedures.
Preparing and developing status reports as required by management.
Ensuring proper filing of documents.
Promoting and sharing ideas for improvement in their area of expertise.
Maintaining confidentiality of HR processes. Specific responsibilities include managing official correspondence, organizing meetings, scheduling appointments, arranging staff business travels, organizing events, managing office supplies, ensuring lease agreements are up to date, and assisting in procurement procedures. In HR, the officer will manage hiring orders, travel, and vacation schedules, support recruitment processes, administer personnel files, and ensure compliance with NRC procedures and Ukrainian legislation.
Required Qualifications: The position requires a Bachelor’s degree in human resources, Business Administration, or a related field. Candidates should have documented results related to the responsibilities of the position and previous experience working in complex and volatile contexts. Additionally, candidates should possess 2-3 years of experience in the Human Resources function, particularly in recruitment, personnel management, and operational activities. Hands-on experience with MS Office applications is essential, along with a proven history of compliance with SOPs and regulations. The ability to coordinate with multiple departments is also necessary.
Educational Background: Candidates must hold a Bachelor’s degree in human resources, Business Administration, or any other related field. This educational background is essential for understanding the complexities of human resources and administrative functions within an organization like NRC.
Experience: The HR & Admin Officer should have 2-3 years of relevant experience in the Human Resources function, particularly in areas such as recruitment, personnel management, and operational activities. Experience in complex and volatile contexts is highly valued, as it prepares candidates to handle the challenges associated with humanitarian work.
Languages: Fluency in Ukrainian and Russian is required for this position, as these languages are essential for effective communication within the local context. Additionally, a working knowledge of English, both written and verbal, is beneficial and may be considered a good asset for the role.
