Job Overview:
The position of Ingénieur en Construction et Gestionnaire de Site at WFP involves overseeing construction activities in the Miragoane area of Haiti, where the organization is addressing significant logistical and climatic challenges. The role is crucial for implementing resilient infrastructure projects that support WFP's operations in the region. The selected candidate will be responsible for the design, supervision, and overall management of construction sites, ensuring that projects are completed efficiently and safely. This position requires a strong technical background in civil engineering or construction management, as well as the ability to lead and coordinate a small technical team. The engineer will conduct technical assessments, develop engineering plans using AutoCAD, and ensure compliance with health, safety, and environmental standards. The role also involves liaising with various stakeholders and reporting on project progress, making it essential for the candidate to possess excellent communication and organizational skills.

Duties and Responsibilities:
The Ingénieur en Construction et Gestionnaire de Site will have a range of responsibilities, including but not limited to:
  • Conducting technical assessments for infrastructure projects and developing engineering plans, specifications, and bills of quantities (BOQ).
  • Supervising daily construction activities and ensuring quality control of work performed by contractors.
  • Managing site planning, tracking progress, and enforcing health, safety, and environmental (HSE) standards.
  • Leading and mentoring a small technical team, including an Assistant Site Manager and a Helper, to ensure operational efficiency and site safety.
  • Participating in the technical evaluation of bids during procurement processes and certifying contractor payment requests based on completed milestones.
  • Acting as the technical focal point between the sub-office and the engineering unit at the country office, consolidating field data for weekly and monthly progress reports.
  • Delivering validated technical documents, including finalized plans and reports, within set deadlines.
  • Ensuring optimized team management through performance evaluations and maintaining updated work schedules for team members.

Required Qualifications:
Candidates must possess a university degree (Master's or Bachelor's) in Civil Engineering, Architecture, Construction Management, or a related field. Additionally, candidates should have a strong foundation in project management principles and practices, with a focus on construction and infrastructure development. A proven track record of managing construction projects, particularly in challenging environments, is essential. Candidates should also demonstrate strong analytical and problem-solving skills, as well as proficiency in AutoCAD and project management tools such as MS Project and Excel. Leadership abilities, team-building skills, and conflict resolution capabilities are critical for success in this role.

Educational Background:
The educational background required for this position includes a university degree in Civil Engineering, Architecture, or Construction Management. A Master's degree is preferred, but a Bachelor's degree with relevant experience may also be acceptable. Additional training or coursework in related fields will be considered an asset, particularly if it enhances the candidate's qualifications for the role.

Experience:
A minimum of 7 years of professional experience in construction management is required for this position. Candidates should have demonstrated experience in leading teams and managing construction sites, preferably in the context of non-governmental organizations (NGOs) or United Nations agencies. Previous experience in challenging environments, particularly in Haiti or similar contexts, will be advantageous. The ability to manage multiple projects simultaneously while maintaining high standards of quality and safety is essential.

Languages:
Fluency in Haitian Creole and French, both spoken and written, is mandatory for this position. Candidates should also have a good understanding of technical English, particularly construction-related terminology, which will be beneficial for communication with international stakeholders and partners.

This position is based in Miragoane, Haiti, and is initially offered for a duration of 12 months, with the possibility of renewal.
