Job Overview: The Assistant(e) gestionnaire de site will play a crucial role in supporting the daily technical and operational supervision of construction activities in Miragoane, Haiti. This position is essential for ensuring that humanitarian assistance is delivered effectively and efficiently, particularly in the context of ongoing infrastructure projects aimed at enhancing food security and logistical capabilities in the region. The successful candidate will report directly to the Construction Engineer and Site Manager, and will be responsible for overseeing various aspects of site management, including logistics, workforce supervision, and compliance with safety regulations. The role requires a proactive and detail-oriented individual who can manage multiple tasks simultaneously while maintaining a high level of accuracy and accountability. The Assistant(e) will also be expected to contribute to the overall mission of WFP by ensuring that construction projects are completed on time and within budget, thereby facilitating the delivery of critical humanitarian aid to those in need.
Duties and Responsibilities:
**Logistics Management of the Site and Inventory**: Responsible for receiving and verifying the quantity and quality of construction materials delivered to the site, ensuring they match delivery notes. Maintain accurate stock records and inventory logs, documenting all entries, exits, losses, and balances. Ensure secure and compliant storage of materials to protect against weather damage and theft. Alert the Site Manager of any risks related to critical material shortages.
**Workforce Supervision and Operational Support**: Oversee the daily activities of helpers on site, coordinating tasks related to handling and cleaning. Manage attendance records and time sheets for daily workers and local contractors. Prepare necessary documentation for local labor payment calculations for supervisor validation.
**Field Control, Hygiene, and Safety (HSE)**: Conduct daily site inspections to ensure compliance with basic safety guidelines and the proper functioning of facilities. Ensure cleanliness and overall organization of the site, managing construction waste and other debris. Report any incidents, accidents, or technical anomalies to the Site Manager immediately.
**Administration and Reporting**: Maintain daily administrative sections of the site journal, documenting present personnel, received deliveries, and incidents. Regularly photograph various stages of construction progress for reporting purposes. Organize and archive all administrative documents related to the site, including purchase orders, delivery slips, and local correspondence.
Required Qualifications: Candidates must possess a secondary school diploma as a minimum requirement. Additional studies or a university degree (Bac+2) in technical fields such as civil engineering, construction, logistics, inventory management, or related areas would be advantageous. Candidates should demonstrate a strong understanding of construction processes and inventory management principles, as well as the ability to work effectively in a team-oriented environment.
Educational Background: A secondary school diploma is mandatory for this position. Candidates with further education or a university degree (Bac+2) in relevant technical fields such as civil engineering, construction, logistics, or inventory management will be given preference. This educational background is essential for understanding the complexities of site management and construction processes.
Experience: A minimum of 4 years of practical experience in construction site management, material inventory management, or as a field team leader is required. Experience working with NGOs or international humanitarian agencies is considered an asset, as it demonstrates familiarity with the operational challenges and requirements of humanitarian work.
Languages: Fluency in Haitian Creole and French (both oral and written) is mandatory for this position. Understanding technical English, particularly construction-related terminology, is a plus and will enhance communication with international teams and stakeholders.
