Job Overview: The position of Extended Term Consultant (ETC) is primarily focused on private sector development within the MENAAP Finance, Competitiveness and Investment (FCI) Global Practice of the World Bank. The ETC will work closely with the Senior Economist and the core FCI team to support the implementation of technical assistance activities in Saudi Arabia and potentially the UAE. The role involves maintaining and deepening policy dialogue with government and private sector counterparts, preparing high-quality analytical outputs, and facilitating policy consultations. The consultant will also engage in missions and workshops, ensuring effective stakeholder participation and follow-through on actions agreed upon during these events. This position is crucial for fostering private sector-led growth and enhancing the investment climate in the region, aligning with the World Bank's mission to promote sustainableeconomic development and poverty reduction.
Duties and Responsibilities: The duties and responsibilities of the Extended Term Consultant include:
Supporting the Senior Economist in maintaining and deepening policy dialogue with private sector and government counterparts on various aspects of private sector development, including investment climate and policy facilitation.
Preparing high-quality analytical outputs such as notes, briefs, proposals, and reports that translate evidence into actionable policy recommendations.
Designing, organizing, and facilitating policy consultations and dissemination events, ensuring inclusive participation and clear follow-through on actions.
Organizing and participating in missions, meetings, workshops, and focus groups, including logistics and stakeholder engagement.
Coordinating with institutions and experts to ensure timely delivery and documentation of results.
Engaging with established relationships with key stakeholders such as the Ministry of Investment and the National Competitiveness Center to advance reforms.
Required Qualifications: Candidates must possess a Master’s degree in economics, international development, trade, business, public policy, or a related discipline, along with a minimum of 8 years of relevant professional experience in economic development and investment management. They should have solid knowledge and practical experience in areas such as trade/investment policy, investment climate reforms, and SME support. Advanced skills in project and workflow management are essential, as well as the ability to coordinate multiple tasks effectively. Candidates should be good team players, capable of motivating and leading group efforts, and have a demonstrated understanding of investor priorities.
Educational Background: The educational background required for this position includes a Master’s degree in a relevant field such as economics, international development, trade, business, or public policy. This advanced degree is essential to ensure that the candidate has the necessary theoretical knowledge and analytical skills to perform the job effectively.
Experience: The position requires a minimum of 8 years of relevant professional experience. This experience should encompass economic development, investment management, and familiarity with the private sector landscape, particularly in the context of the MENA region. Candidates should have a proven track record in designing and implementing major projects and producing analytical reports and studies.
Languages: Fluency in English and Arabic is mandatory for this position, as the consultant will be required to draft reports and communicate with diverse audiences. Proficiency in additional languages may be considered an asset but is not explicitly required.
Additional Notes: This position is a local recruitment role with a term duration of 1 year. The Extended Term Consultant appointment is subject to a maximum of three years, and candidates who have completed or are in the process of completing their third-year ET appointment are not eligible for future ET appointments.
